The Ethics and Anti-Corruption Commission (EACC) is investigating Kenya Urban Roads Authority (KURA) Director General Silas Murira Kinoti in a probe touching on alleged kickbacks, procurement irregularities and unexplained wealth.

Court proceedings indicate that investigators have been examining a case involving alleged improper payments amounting to Sh27.7 million, with the inquiry extending to properties linked to the KURA boss.

The investigation has also focused on properties searched by anti-corruption detectives in 2025, raising questions over the source of funds used to acquire some of the assets.

At the centre of the inquiry are several critical questions: Who paid the alleged kickbacks? Who received the money? Which road contracts were involved? And where did the money ultimately go?

The answers could determine whether the alleged payments were connected to procurement decisions at the roads agency and whether any assets acquired by individuals under investigation can be traced to proceeds of corruption.

Kinoti, who previously lived in Lavington, has since moved to a house in Karen reportedly valued at approximately Sh250 million.

EACC is understood to be investigating the acquisition of the Karen property, as well as other assets associated with Kinoti, according to sources familiar with the inquiry.

The investigation is seeking to establish whether Kinoti can satisfactorily account for the funds used to acquire the properties and whether the assets are consistent with his known legitimate sources of income.

A key issue for investigators is whether financial records, bank transactions, property documents and procurement records can establish a connection—if any—between the properties and the Sh27.7 million allegations.

The inquiry therefore goes beyond the value of the properties. Investigators are seeking to reconstruct the flow of money, identify the beneficiaries of the alleged payments and determine whether any public procurement contracts were used to facilitate illicit enrichment.

The Ethics and Anti-Corruption Commission (EACC) is investigating Kenya Urban Roads Authority (KURA) Director General Silas Murira Kinoti in a probe touching on alleged kickbacks, procurement irregularities and unexplained wealth.

Court proceedings indicate that investigators have been examining a case involving alleged improper payments amounting to Sh27.7 million, with the inquiry extending to properties linked to the KURA boss.

The investigation has also focused on properties searched by anti-corruption detectives in 2025, raising questions over the source of funds used to acquire some of the assets.

At the centre of the inquiry are several critical questions: Who paid the alleged kickbacks? Who received the money? Which road contracts were involved? And where did the money ultimately go?

The answers could determine whether the alleged payments were connected to procurement decisions at the roads agency and whether any assets acquired by individuals under investigation can be traced to proceeds of corruption.

Kinoti, who previously lived in Lavington, has since moved to a house in Karen reportedly valued at approximately Sh250 million.

EACC is understood to be investigating the acquisition of the Karen property, as well as other assets associated with Kinoti, according to sources familiar with the inquiry.

The investigation is seeking to establish whether Kinoti can satisfactorily account for the funds used to acquire the properties and whether the assets are consistent with his known legitimate sources of income.

A key issue for investigators is whether financial records, bank transactions, property documents and procurement records can establish a connection—if any—between the properties and the Sh27.7 million allegations.

The inquiry therefore goes beyond the value of the properties. Investigators are seeking to reconstruct the flow of money, identify the beneficiaries of the alleged payments and determine whether any public procurement contracts were used to facilitate illicit enrichment.

The outcome of the investigation will depend on what the documentary and financial evidence establishes.
