I don't think you understand how Tolls work. The companies mentioned are building the toll gates. Private institutions don't collect tolls. The Govt collects tolls which will be used to maintain roads. Toll gates are a common phenomena around the World. Bots is late to the table.

I think there is a serious myopia in Botswana. Full transparency can come in the form of gazetting the Report or in the form of Civil & Criminal proceedings. Batswana prefer gossip, naming & shaming as opposed to due process & proceedings like @LeboSpeaks rightfully stated.
