Mayor Swaby seems to be more privy to information than he wants us to believe.

- At no time did Dayton Campbell assert that it was cash. Neither did Mrs Smith-Facey. But the Mayor has knowledge that it was and is asserting that KSAMC doesn’t disburse cash. She said $300K but not the manner.

- He went further to state that the CASH disbursed, was neither authorized nor sanctioned by the KSAMC.

How does Mayor Swaby know it was Cash?
