With #DevolutionAt13 around the corner, CTL is proud to join fellow PBOs in a pre-conference led by @KDCWGke to co-develop a position paper pushing for full implementation of devolution. The event will also unveil new Citizensโ Perspectives Reports on implementation of devolution
Women and persons with disabilities (PWDs) in Kericho County formally rejected the 2025/26 PBB, citing lack of inclusivity in budget allocation and failure by the county government to conduct public participation as required by law.

With support from the hub, Baringo County convened Persons with Disabilities (PWDs) and women-only budget cells to analyze the 2025/26 PBB through gender and disability lenses, focusing on Size and Share of allocation. Several key concerns were raised during the session.
Key community priorities such as irrigation schemes, vocational training centres, health infrastructure, and previously initiated water projects were found to be omitted or vaguely referenced in the PBB without location-specific details or implementation timelines.
In Turkana, champions noted significant inconsistencies between ADP & PBB, including instances where projects listed in ADP were either completely missing or substituted with unrelated projects in PBB. This undermines transparency & weakens the link between planning and budgeting
In Kericho County, issues identified included the lack of allocation for stalled strategic intervention water projects, low allocations for PWD devices, and over-projection of own source revenue. Also, the budget document had limited financial information affecting analysis.

This was the ๐๐ง๐๐ฎ๐ ๐ฎ๐ซ๐๐ฅ ๐๐ฎ๐ง๐ ๐ ๐๐๐ฌ๐ก๐ข๐ง๐๐ง๐ข hosted by the @Baringo_county in Eldama Ravine on O8/04/2025 (with support from @BACSOF_KE and @TIKenya ). @cedgg_2001 Programs Officer @KibetBoss challenged the County Assembly to strengthen oversight for the residents of Baringo to realize the promises of Devolution. He urged them to review budget implementation reports and audit reports and ensure that the recommendations therein are implemented. He went further to point them to the nagging audit issues of unsupported expenditure, unsustainable wage bill, violation of procurement laws and slow implementation of development projects that slow down development progress in the county. #HakiNaUongoziBora

Public Participation has always been our priority, but has it been really impactful? Today, we had an engagement with the Rift Valley Budget Hub team to discuss how to make public participation impactful in our respective counties. In attendance was Madam Ruth Wanjiru,
@EricLatiff Its high time to relook at every single budget line and how its contributing to service delivery in the spirit of programme based budget; especially recurrent budgets for MDAs. County governments should not bear the brunt.Good conversation here.
