On May 29, CARB extended its Cap-and-Invest climate program through 2045 — completely ignoring urgent warning letters from Chevron, PBF, and Marathon that the new rules will force the shutdown of the state’s last remaining refineries. Result? Skyrocketing energy prices + a full-blown national security crisis on the West Coast.
➡️ Very interesting, as data on Russian refined product output is a rare gift these days.
➡️ Reuters' sources say diesel production dropped from 1.8mmbpd in March to 1.6 in April and 1.4mmbpd. That is, diesel output is down over 20% in two months.
➡️ This gives a strong hint why the government is reportedly mulling a diesel export ban. Russia exported ~850kbd last year, and the loss of that much supply would mark a significant tightening of the global diesel market.
➡️ For historical context, Russian diesel output was in 2.0mmbpd in 2023 and ~1.7mmbpd in 2025. Most years, the country exports half of diesel output.

U.S. ALLOWS SCRAP DEALER TO BUY SANCTIONED IRAN SHIPS
The U.S. has granted a license allowing a major ship scrap buyer to purchase four vessels sanctioned for carrying Iranian-linked cargo.
The move could open a legal exit route for parts of the “shadow fleet” used to transport sanctioned goods for Iran and Russia, which has expanded under Western sanctions.
The ships, tied to an Iran-linked network, will be dismantled for recycling. Officials say the case-by-case licensing approach may be used more broadly, helping remove high-risk vessels from global waters.
