It is a Spanish autonomous city on the north coast of Africa, bordering Morocco. Spain has controlled Ceuta for centuries.
Illegal immigrants are flooding to Ceuta, because 1.) IT IS EASIER and 2.) more importantly, they know that reaching Ceuta puts them on Spanish soil, soil where currently a liberal socialist government has power, a government that is granting mass amnesty in waves.
