And if that’s arrest data, arrests aren’t convictions. Statistics without context describe outcomes not causes.

Therefore no team has legal authority of any space in the bleachers. The best you can argue is a first come first serve point or a common courtesy stance.

@SayNoToTerror7 Genocide is not determined by a percentage of people killed. It is determined by intent to destroy a protected group. The scale of deaths can be evidence of that intent, but there is no fixed numerical threshold.
