Rest is relief from constraints on behavior.
If the activity has a requirement, it's not rest.

Without "bandwidth" (energy, mental space, time) this becomes difficult, as you move from one constrained state to the next (need to finish x, straight to need to recover etc) without the ability to step into the creative space of exploration required to find higher strategies.

Being strategic (deliberately optimizing for outcomes you prefer) is mostly about stepping out of the state where there are pressures on behavior, while maintaining an interest in the area where those pressures apply.
