Uganda’s public debt rises to Shs 137 trillion as BoU warns over reckless borrowing

Figures from the ministry of Finance show that by December 2025, total public debt had reached $34.86 billion (about Shs 137.42 trillion), equivalent to 52.7 per cent of GDP. Domestic debt stood at $19.02 billion (Shs 68.86 trillion), while external debt amounted to $15.84 billion.

The figures indicate a sharp increase in borrowing between June and December 2025, particularly in domestic debt, which rose from Shs 60.34 trillion to Shs 68.86 trillion.

Appearing before parliament’s committee on budget, BoU governor Dr Michael Atingi-Ego cautioned against excessive domestic borrowing, warning that it could increase interest rates and reduce access to credit for businesses.

It’s easy to hide behind written circulars to explain away clear government failure.

It’s also easy to blame teachers for budgetary shortfalls on the government side. They’re the little guys who are easy to victimize.

Some of the people you’ve sent to jail started working these jobs barely a quarter ago. You’ve said they can’t even get police bond unless you so order. That’s just wrong.

Even if your claim against those entities are valid, these people shouldn’t go to jail for issues that happened last financial year. They weren’t in those positions!

There should be no crime like “you didn’t stop schools that were collecting UGX 2,000 to feed teachers” but somehow, you are interdicting them for this? It doesn’t make sense.

What you’re not talking about, Honorable, is that at the core of this undeniable failure of the education system, is a central government that isn’t pulling its weight.

You fund less than 20% of the required budget and expect teachers to work miracles. They’re poor teachers, not Jesus at Bethsaida! The fact that less than 12% of Ugandan children who matriculate into UPE make it out of Senior 6 is telling.

That can’t just be because Mr Mutyaba in Bududa asked parents for 2,000 shillings to feed their own kids and teachers. That’s a man who is trying to keep as many students as possible in school, under strenuous budgetary constraints. He belongs to the hero’s podium, not a police cell.

Anyway, we all know and you do know this too, that government schools are failing under the weight of unmet needs.

But, yeah, the NRM government has subjected education and healthcare to the whims of the free market and so, we, the fairly rich, can take our kids to private schools where some of the biggest players are people like the Acting Minister of Education, Mr John Chrysestom Muyingo!

In a twisted way, he stands to gain from underfunding of government schools because then parents can squeeze their last coins to take their kids to his schools where he can charge whatever he wants.

Will you arrest him and people like him as well?

Yes, there’s corruption, and that needs to be fought but this is crossing from fighting corruption to mere exhibitionism, without much end product. Well, save for exciting the locals.

On the issue of budgetary shortfalls that, more than corruption, are at the core of this impasse, the President himself acknowledged this while speaking to the @NRMOnline caucus circa August 2026.

He was clear about the government needing to do more. I don’t think that on top of his mind was the expectation that teachers would be dragged to jails without charge in full view of their students. What crime, for instance, did Mr Mutyaba commit?

How is his “crime” different than what we see in traditional schools like SMACK, Budo, Gayaza, Ntare, my beloved alma mater Namilyango College etc? You know, the ones churning out the very leaders bringing this country to its knees.

Are you also gonna go and arrest those teachers despite clear approval of these fees from the PTA and school board? OR are you gonna reserve the humiliation to poor school teachers in far flung places?

These are the questions, respectfully, the masses in eastern Uganda are asking you Honorable @BalaamBarugahar.

These acts of blaming the little guy for systemic failures is as old as time itself.

It’s a shame that a man who is largely acknowledged as a champion of “muntu wa wansi” is using it to further political ambitions.

The hospital received only 3 ambulances

Meaning, someone at MOH ate 15 ambulances meant for people from the 9 districts of Karamoja sub-region which the hospital serves.

The ministry of health can not and should not be run on knee jerk responses to critical planning issues.

We are still to see the functional ICU units with staff at all the regional referral hospitals (money for which was already released as far back as COVID time)

CT scans can only be accessed in Kampala and NO FUNCTIONAL MRI capacity at regional referral and national referral hospitals such as Kiruddu.

Lubowa hospital for which the government has spent trillions of shs is yet to be seen.

Information still has it that front line doctors and health professionals who helped fight the most recent EBOLA in Uganda 🇺🇬 are yet to be paid.

How do we trust that the citizens will see a FUNCTIONAL PET scan capacity with all the track record MOH has demonstrated as opposed to just another one of those stories above?

MPs fault Bank of Uganda over failure to recover Shs 140bn from Basajjabalaba's Haba Group nine years on

BoU head of legal Dorothy Masifa Ochola told Cosase committee that the guarantee enabling Haba to borrow from commercial banks was issued following instructions from the ministry of Finance.

MPs also established that BoU had not obtained any security from Haba before the guarantee was issued. Ochola further failed to provide details of the company’s current directors and shareholders, saying she would need to conduct a fresh search to establish the information.

She said members of the Bassajjabalaba family were associated with the company but could not recall the names of all its directors. MPs questioned how BoU could fail to establish the ownership and current status of a company linked to a financial exposure of Shs 140 billion.

Two weeks ago, as part of our resource mobilization strategy for #Bamutakudde Village, we announced a vision to launch Bamutakudde Catering Services an enterprise designed to create employment for 10-15 women in our community.

I am thrilled to share a major milestone.

Chef Godwin, a leading professional chef in Uganda, responded to our call. On Sunday, he and his team of 6 chefs volunteered a full day to train our women in professional culinary skills, including pilau rice preparation and professional fruit carving for catering.

Beyond the training, Chef Godwin has committed to:
1. 10 full scholarships for 10 women for a 4-month professional culinary program
2. Donation of start-up equipment (saucepans, food warmers, dishes)
3. Strategic partnership on his major catering projects

This is a powerful example of skills transfer, private sector - community partnership, and women's economic empowerment in action.
