On the floor of Parliament this afternoon, Ofwono Opondo, the MP for Older Persons (Eastern Uganda), raised the issue of continued arbitrary arrests, abductions and torture of citizens by security forces.

He specifically cited the abduction of Praise Aloikin Opoloje about three weeks ago.

He wondered whether this was a new law for the NRM.

PUBLIC STATEMENT

The Uganda Bureau of Statistics (UBOS) has learnt with concern of the launch of a “National Data Strategy” by the Ministry of Information, Communication Technology and National Guidance (MoICT&NG).

The Bureau informs the public that the strategy breaches the provisions of the UBOS Act, 1998, Cap. 333, which establishes UBOS as the principal data collecting and disseminating agency responsible for coordinating, monitoring and supervising the National Statistical System.

The public is therefore strongly advised to treat the impugned “National Data Strategy” recently launched by the MoICT&NG with the utmost contempt it deserves.

It seems someone is negotiating on behalf of Dr Besigye without his instruction or even his knowledge. The State has woken up, albeit a bit too late.

Unfortunately for them, Dr Besigye has never been an easy target. The bogus treason case is falling apart, and the State needs a way out that doesn't look like retreat. Enter the "negotiations".

The script is easy to predict. Dr Besigye will be released, and we will be told it was the fruit of quiet, protracted talks. Media houses and commentators will amplify the line.

Museveni will be cast as the magnanimous statesman, a leader big enough to forgive.

And, as always, Ugandans will swallow it whole.
