So nearly all of my EFT "friends" sent out tweets the day of the arena launch to tell everyone I had keys for arena. This was not planned
I got over 700 requests.
Today I hand-dmed out 100 steam keys to some of those people and recorded their reactions.

fwiw, EVERY SINGLE PERSON. ALL OF THEM. were SO cool and chill.
Not a single one of them was a jerk. We all had a positive laugh and parted ways with a smile :)

You are crippling your game/community. If people are getting banned for sharing kits, teaming up with people and supporting their friends then this needs to stop immediately and people already banned should be unbanned.
It is perfectly fine to combat RMT, however your games community is largely kept alive by people involving their discords/streams/friends in partaking together within the game.
It should be perfectly acceptable to share any amount of loot, sell items on flea market for any price or team up with whomever as long as it fits within the limitations of the game. If you want to stop people from doing a specific action then it needs to be coded within the game (ie. only able to drop X amount of stims). Otherwise it is nearly impossible to know if you are doing the right thing or not.
Also, all information on changes to rules needs to be disseminated within the game. Not via social medias. Some people don't use social media and buy the game and play it without ever knowing they could be breaking a rule you made up during a TarkovTV or posted on a social media or a discord.
I have built my community on sharing of loot and supporting other gamers. I have had people give me 220 red key cards to help raise money for charity. All of this never would of happened with your current stance. Stop limiting your community and let it flourish.
Final note, give us some dates on Arena/wipe so people can plan lives.
