ਜੇ ਅੱਜ ਤੱਕ UGC ਦੀਆਂ ਪੂਰੀਆਂ ਰੈਗੂਲੇਸ਼ਨ ਸੂਬੇ ਤੇ ਲਾਗੂ ਹੋਣੀਆਂ ਹੁੰਦੀਆਂ,ਤਾਂ ਫਿਰ ਹਰੇਕ ਸੂਬੇ ਜਾਂ ਪੰਜਾਬ ਦੇ ਸਰਕਾਰੀ ਕਾਲਜਾਂ ਨੂੰ ਚਲਾਉਣ ਲਈ ਸਾਰਾ ਫੰਡ(infrastructure,develop,salaries)ਵੀ ਕੇਂਦਰ ਤੋਂ ਆਉਣਾ ਚਾਹੀਦਾ ਸੀ।
ਪੰਜਾਬ ਸਰਕਾਰ ਆਪਣੀ ਜਿੰਮੇਵਾਰੀ ਨਿਭਾ ਰਹੀ ਸੀ
ਤਾਂ 1158ਭਰਤੀ 'ਤੇ ਰੋਕ ਕਿਉਂ?

UGC ਨੇ ਸਿਰਫ ਬੇਸਿਕ ਯੋਗਤਾ ਨੂੰ "ਮੈਂਡੇਟਰੀ" ਕੀਤਾ।

ਉਸ ਤੋਂ ਇਲਾਵਾ ਲਿਖਤੀ ਜਾਂ ਇੰਟਰਵਿਊ ਦੇ ਫਾਰਮੈਟ 'ਚ HEIs ਨੂੰ ਲਚਕਤਾ ਦਿੱਤੀ।
