वीडियो में साफ है कि E20 पेट्रोल गाड़ियों के लिए एक 'धीमे जहर' की तरह काम कर रहा है।

इसके अंदर का इथेनॉल गाड़ी के फ्यूल पंप में मौजूद सिंथेटिक रबर के हिस्सों और धातुओं के साथ ऐसा केमिकल रिएक्शन करता है कि अंदर ही अंदर भयंकर जंग (Corrosion) लग जाती है।

यह नुकसान रातों-रात नहीं दिखता। आप रोज़ गाड़ी में E20 पेट्रोल डलवाते हैं, और वह चुपचाप अंदर ही अंदर आपके फ्यूल सिस्टम को खोखला करता रहता है।

फिर एक दिन अचानक आपकी गाड़ी का फ्यूल पंप पूरी तरह दम तोड़ देता है।

मोदी सरकार ने हिंदुस्तान की शिक्षा व्यवस्था को 'वसूली मॉडल' बना दिया है। पेपर लीक और परीक्षाओं में धांधली से छात्रों के सपनों को रौंदा जा रहा है।

नेता विपक्ष श्री @RahulGandhi ने इस युवा विरोधी सिस्टम में बदलाव के लिए आवाज उठाई है, युवाओं के लिए न्याय की लड़ाई को मजबूती दी है।

If NDA-ruled states, especially Andhra Pradesh, have the courage of their convictions they must submit dissent notes and oppose the VBSA Bill, 2025 when it is taken up in the forthcoming Monsoon Session of Parliament.

The VBSA will actually be a Very Bad Shiksha Act for the following reasons.

1. Constitutional Overreach

The proposed Bill, as stated in its Statement of Objects and Reasons, was introduced for passing in Parliament under Entry 66 of Union List in the Seventh Schedule of the Constitution. However, Entry 66 of Union List gives limited and specific legislative powers to Parliament that is only for “Co- ordination and determination of standards in institutions for higher education or research and scientific and technical institutions.” The VBSA Bill gives the VBSA powers far beyond this scope, and specifically encroaches on State Government powers. Entry 44 of List I-Union List expressly prohibits the Parliament for law-making on matters of Incorporation, Regulation and Winding up of Universities, and Entry 32 of List II-State List expressly gives this law-making power to State Legislatures. The Bill is therefore violative of the federal structure of the Constitution.

2. Absence of Grants Council

The National Education Policy 2020 (NEP) expressly envisioned a Higher Education Council of India with four verticals. The current bill envisions only three Councils, with the exception of a council for grant-giving. Effectively, grant-giving powers will be returned from autonomous bodies (the UGC and AICTE) governed by academics to the Ministry that is run by politicians. This centralization of power is a departure from current practice, a violation of the NEP, and a threat to the autonomy of our universities.

3. Impact on Institutions of National Importance

The VBSA includes the INIs-- Institutes of National Importance (IITs, IIMs, NITs, IIITs, and IISERs) --which have historically had autonomy. For instance, as per the IIT Act 1961, IITs are empowered to create their own academic programs and need no further approvals for the grant of the same. However, clause 49 of the draft Bill grants the Bill an overriding effect over all other laws currently in force. Although it says that the autonomy of INIs cannot be compromised, it is not clear on the details. Therefore, with this bill, IITs and other INIs may also be expected to fall under the Commission’s regulatory powers. This has never been the case before and may compromise their academic and institutional autonomy.

4. Dilution of UGC’s Consultative Requirements

Under the Existing UGC Act, there is mandate for UGC to perform all its functions of determination and maintenance of standards in universities, specify regulations, and even to conduct inspection in consultation with the Universities. The proposed Bill, in contrast, gives sole discretionary powers to the Councils to determine standards, conduct inspection, and exercise/perform other unlimited and unspecified powers and functions. The regulator is now statutorily siloed off from the institutions.

Chandrababu Naidu garu was opposed to the Delimitation Bills but was forced to support them. Now the picture is different. The TDP is no longer essential for the survival of Mr. Modi since it has been displaced in the 2nd position in the NDA by the three-year old, obscure, and fishy Nationalist Citizens Party of India. So, if he believes that the VBSA is not in the interests of states he must stand up boldly and be counted.

सुप्रीम कोर्ट में जो हुआ वह दुखद है। माननीय जस्टिस ने संयम और उदारता का परिचय देते हुए उचित ही कोई एक्शन नहीं लिया। यह बात तारीफ़ के क़ाबिल है। सुप्रीम कोर्ट का कंधा चौड़ा होना चाहिए और दिल बड़ा। इस बात को भी संज्ञान में लेना चाहिए कि समाज में न्याय को लेकर हताशा फैलती जा रही है। उसकी निष्पक्षता पर संदेह बढ़ता जा रहा है। अधिकारियों के ख़िलाफ़ कार्रवाई नहीं होती। कोई किसी का एनकाउंटर कर दे रहा है, किसी का घर गिरा दे रहा है। नागरिक अपने सवालों को लेकर कोर्ट की सीढ़ियाँ चढ़ता है लेकिन दीवारों से टकरा जा रहा है। इन्हीं कारणों से हताशा बढ़ती जा रही है। उम्मीद है, ऐसी घटना दोहराई नहीं जाएगी। यह भी कि न्याय व्यवस्था अपनी उदारता के साथ साथ विश्वसनीयता को बेहतर करेगी। उम्मीद की आख़िरी मंज़िल कोर्ट है और उस मंज़िल का बने रहना ही हताशा का इलाज है।

मेरठ की दलित छात्रा ललिता गौतम की निर्मम हत्या ने भाजपा की डबल इंजन सरकार का महिला एवं दलित विरोधी चेहरा एक बार फिर बेनक़ाब कर दिया है। पीड़ित परिवार न्याय की गुहार लगा रहा है, लेकिन सरकार उसकी आवाज़ सुनने के बजाय न्याय की माँग करने वालों को ही कुचलने में लगी है।

NCRB के आंकड़ों के अनुसार, 2013 से 2024 के बीच देश में महिलाओं के विरुद्ध दर्ज अपराध लगभग 42.6% और अनुसूचित जातियों के विरुद्ध अपराध लगभग 41% बढ़े। देश में हर 2 घंटे 3 मिनट में अनुसूचित जाति (SC) की एक महिला के साथ बलात्कार होता है, यानी हर दिन 12 दलित महिलाओं के साथ दुष्कर्म के मामले दर्ज होते हैं। ये केवल आंकड़े नहीं, भाजपा शासन में महिलाओं, दलितों और वंचितों की बढ़ती असुरक्षा का प्रमाण हैं।

जब कांग्रेस नेता पीड़ित परिवार के साथ खड़े होने पहुंचते हैं, तो उन्हें गिरफ्तार, नजरबंद और लाठियों से रोका जाता है। आखिर योगी सरकार किस सच को छिपाना चाहती है? विपक्ष को परिवार से मिलने से क्यों रोका जा रहा है? परिवार की बात सुनकर उसे न्याय देने के बजाय पुलिसिया दमन क्यों किया जा रहा है?

हाथरस और उन्नाव में भी देश ने देखा था कि भाजपा सरकार ने किस तरह पीड़ितों की आवाज़ दबाई और सत्ता से जुड़े लोगों को बचाने की कोशिश की। अब मेरठ में वही दमनकारी रवैया दोहराया जा रहा है।

पीड़िता के परिवार को न्याय चाहिए, लाठियां और नजरबंदी नहीं। दोषियों को कठोरतम सजा मिले और पीड़ित परिवार की आवाज़ दबाना तत्काल बंद हो!

याद रहे…दलितों-वंचितों-मजलूमों की आवाज़ का उफान भाजपाई सत्ता के सिंहासन को जल्द उखाड़ फेंकेगा !!
