PUNJAB IS TAKING CONCRETE STEPS TO SAVE GROUNDWATER.

Under the @AAPPunjab government, a massive irrigation overhaul has successfully recharged 21 lakh cubic metres of groundwater, causing water levels to rise by up to 4 metres across the state.

• Canal Expansion: Irrigation coverage expanded from 20.89 lakh acres in 2022 to a whopping 58 lakh acres today (moving from 26.5% to 78%)

• Infrastructure Overhaul: Revived 101 abandoned canals spanning 545 km and laid nearly 14,000 km of underground pipelines.

• Smart Farming: Direct Seeding Rice (DSR) area increased to 3.41 lakh acres, backed by a ₹1,500/acre financial incentive for eco-friendly farmers.

₹4 crore. 50% profit share. 130 km from Chandigarh. 1 nature retreat testing a statewide tourism revival.

The road from Hoshiarpur climbs gently towards the Shivalik foothills. Then the landscape changes.

The Chohal reservoir appears on the right, held back by a dam built in 1993.

On the left, wooden cabins rise on stilts above the tree line, their balconies looking out over the water.

This is not a five-star resort.
There is no spa, no infinity pool.
There are a handful of huts, a canteen, a jeep, and a forest.

But the project, launched by the Punjab Forest Department in July 2023, represents something more consequential than a weekend getaway.

It is the state’s first serious attempt to turn its forests into a tourism economy, through a model that is community-owned, profit-sharing, and explicitly ecological.

𝗧𝗛𝗘 𝗣𝗥𝗢𝗝𝗘𝗖𝗧

The numbers are modest. The huts were built at a cost of ₹60 lakh; the broader eco-tourism project had an outlay of ₹4 crore and included a nature trail, adventure and water sports, and five tented accommodations.

The retreat sits on the Chohal reservoir and offers lakefront wooden cabins, an all-wooden dining hall serving local cuisine, and a jeep safari to the Takhni Wildlife Sanctuary, roughly 15 km away.

The experience is deliberately low-impact.

Visitors travel on foot, bicycle, or camel; the camp is designed to leave no ecological footprint behind.

The wildlife is real. Hoshiarpur’s forests host leopards, sambar deer, nilgai, barking deer, and peacocks.

The jeep safari is a genuine off-road passage through forest ecosystems.

𝗧𝗛𝗘 𝗠𝗢𝗗𝗘𝗟: 𝗖𝗢𝗠𝗠𝗨𝗡𝗜𝗧𝗬 𝗢𝗪𝗡𝗘𝗥𝗦𝗛𝗜𝗣

What distinguishes Chohal from a conventional government-run rest house is its operating model.

The project is run by the local community, and 50 per cent of the profits are earmarked for village development.

The Forest Department provides the infrastructure and the regulatory framework; the community provides the labour, the hospitality, and the local knowledge.

This is a deliberate policy choice.

Punjab’s forests are surrounded by villages that have historically depended on them for grazing and fuelwood.

A tourism model that excludes those villages is likely to generate conflict.

By making the community a shareholder rather than a spectator, the Chohal model attempts to align incentives: the village benefits when the forest is protected.

District Forest Officer Nalin Yadav frames the benefits in straightforward economic terms: “People will get employment in this project. The income of local people will increase.”

The model is not unique to Chohal, but it is the most accessible and explicitly community-managed of the Forest Department’s eco-tourism experiments.

Locals told me this place remained neglected for years. Now, it’s lovely to see tourists coming in, enjoying the views and having a good time.
