Duolingo helps you to build the foundation you need, still needs to speak.
just like all other things, sports, skills, singing, drawing. you can learn all the techniques, but without practice, won't go far.

@noxflux @joecarlsonshow able to have conversation with someone and able to translate between people are completely different experiences.
Understand for some people it might be useless, for me I enjoy that i can talk to people directly in different countries. I have learned 3 languages last 10 years.
