@fluffygolala@MonkEmma Oxford is a campus town with 39 colleges and a century long tradition of cycling. The congestion is now DIRE. Diverting cars to the ring road and freeing up the central areas for walking and cycling is eminently sensible. A race to a higher standard of living. Go there and see.
The irony is, for somewhere like Oxford, this is basically a conservative scheme - trying to retain the traditions of the town. It might've been better to just go full Ghent, block the roads completely and say "It's a giant campus now, if you want to drive, go round the ring road, like you would in a campus university". But that would have caused even more controversy. The whole 100 passes thing has ended up sounding like control freakery when I think they were in fact trying to be flexible. The sad thing is, none of this pandemonium that has broken out over the scheme is going to solve the actual problem: that there is terrible congestion in the town, and the buses and ambulances can't get around. Symbolic of modern Britain: just can't get a sensible debate about anything. Sinister people just piling in with extreme agendas and poisoning the discussion.

That is meant to be the whole point of a ring road, and the scheme simply encodes that logic within road infrastructure. I'm a conservative but right wingers are embarassing themselves over this scheme.
