@SidKhurana3607 This is mostly due the fact that the geography of the area prevents growth. It's crammed between a river, a lake, and the ocean. Other cities have had plenty of open country surrounding them to allow spread.

@yesh222 I get why that matters for legislatures since that determines majority leadership, but it shouldn't matter as much for individual executive offices like AG, SOS, or Gov.
