Justice for Florence Hangsing and Olivia Chongloi. Their deaths must not be forgotten, and their families deserve truth, dignity, accountability, and justice. Serious allegations have emerged in connection with the violence that occurred in Manipur during the conflict between sections of the Meitei and Kuki communities. These allegations are grave and must be investigated thoroughly through forensic evidence, witness testimony, official records, digital evidence, and judicial scrutiny.

The people of Manipur deserve an impartial, transparent, and independent investigation free from political influence, intimidation, or communal pressure. If any individual, armed group, militant organization, or state actor is found responsible for violence, sexual crimes, killing, or failure to protect civilians, accountability must follow according to the Constitution and the law.

Justice cannot be built on rumours, propaganda, or collective blame. At the same time, serious allegations involving armed groups, militants, and security forces cannot be ignored. Every victim deserves equal protection under the law, and every allegation deserves a fair, professional, and credible investigation.

We call upon the Government of India, investigating agencies, human-rights institutions, and the judiciary to ensure that truth is established through evidence and that justice is delivered without fear or favour. The suffering of victims should not be reduced to politics. Manipur needs healing, rehabilitation, accountability, and lasting peace based on constitutional values and the rule of law.

Justice for Florence Hangsing. Justice for Olivia Chongloi. Let truth prevail. Let accountability prevail. Let peace return to Manipur.

❗ Abduction and Alleged Gang Rape of 18-Year-Old Kuki Girl: Unanswered Questions Over Accountability

On 15 May 2023, an 18-year-old Kuki girl was allegedly abducted in broad daylight from the Checkon area of Imphal and taken to Wangkhei. According to accounts circulating in the public domain, she was subsequently handed over by members of the Wangkhei Meira Paibis to the Wangkhei unit of Arambai Tenggol Unit-19.

The incident later took a far more horrific turn, with allegations that the victim was subjected to gang rape. The gravity of the crime sent shockwaves across communities and drew widespread condemnation, as it pointed to extreme violations of human rights amid the ongoing ethnic violence in Manipur.

It is further reported that the commander of Arambai Tenggol Unit-19 is Langolba Meetei. The case, which has shocked many due to the circumstances under which the alleged abduction took place, continues to raise serious concerns about accountability and the rule of law.

Nearly two years on, questions remain unanswered. Have the investigating agencies, including the Central Bureau of Investigation (CBI) or the Manipur Police, summoned or questioned the commander of Unit-19 or any of its members in connection with the abduction and alleged gang rape? If not, why has there been no visible progress in holding those allegedly involved accountable?

The absence of clear public information regarding the status of the investigation has deepened mistrust among affected communities and civil society groups. In a democratic system governed by the rule of law, allegations of such grave nature demand transparent, impartial, and time-bound investigation, irrespective of the individuals or groups involved.

Ensuring justice in cases like this is not only about accountability for one incident, but also about restoring public confidence in law enforcement institutions and reaffirming the principle that no one is above the law.
