Kultuh, a Kuki village located in Kamjong District of Manipur, reportedly came under a pre-dawn attack on Thursday, resulting in the deaths of two prominent community leaders and the destruction of several houses.
According to local sources, the attack occurred shortly after the reported release of 14 Kuki hostages by the United Naga Council (UNC). Residents alleged that armed cadres associated with the NSCN-IM's (EF) launched the assault on the village during the early hours of the morning.
The victims were identified as the village's Head Deacon and Youth Chairman. Several houses were also reportedly set ablaze during the attack, forcing villagers to flee for safety.
Community members have condemned the violence and expressed concern over the recurring cycle of armed confrontations in the region. They questioned why church leaders and community representatives often become targets during such incidents and called for an impartial investigation into the attack.
The incident has further heightened tensions in an area already affected by ethnic and political conflicts. Local leaders and civil society groups have urged authorities to take immediate measures to prevent further escalation and ensure the safety of civilians.
Various community organizations have reiterated that violence against civilians, regardless of identity or affiliation, must be condemned unequivocally. They called on all stakeholders to pursue dialogue and peaceful solutions to prevent further loss of life and destruction of property.

According to reports, a small Kuki village came under attack, its church was burned, the village chief was shot dead, and two church leader was beaten to death.
These heinous acts come shortly after the reported ambush and killing of three Kuki pastors by suspected Tangkhul militants.
We are also deeply concerned that 14 Thadou-Kuki civiliansโincluding students, women, and childrenโreportedly remain hostage despite the state government's order for their release. Reports indicate that the hostages are being held by Tangkhul militants.
We urge the Government of India, the Government of Manipur, and all concerned authorities to immediately intervene, secure the release of the hostages, protect vulnerable communities, and ensure that all those responsible are brought to justice.

A growing controversy has emerged over the extension of police station jurisdictions from valley districts into constitutionally protected Hill Areas of Manipur, with tribal organizations and constitutional experts alleging that the move undermines safeguards provided under Article 371C of the Indian Constitution.
According to a detailed report, multiple police stations located in the valley districts of Imphal East, Imphal West, Thoubal, and Bishnupur have been granted jurisdiction over more than 300 recognized hill villages situated within Autonomous District Council (ADC) areas. This has created overlapping administrative structures and weakened traditional tribal governance institutions.
The report claims that at least 14 valley-based police stations have extended their authority into protected hill regions across Kangpokpi, Churachandpur, and other hill districts, covering over 300 villages. Among the police stations cited are Sagolmang, Yaingangpokpi, Lamlai, Andro, Sekmai, Kumbi, Moirang, and Loktak Project Police Stations.
The report argues that the extension of valley district policing into Hill Areas occurred without corresponding constitutional safeguards, resulting in what it describes as "parallel administrative jurisdictions." It further alleges that such actions have diminished the authority of the Hill Areas Committee (HAC) and Autonomous District Councils, institutions specifically created to protect the interests of tribal communities under Article 371C.
Community leaders have expressed concern that imposing valley-based administrative mechanisms in tribal areas threatens customary governance systems and erodes constitutional protections guaranteed to indigenous communities. They contend that Hill Areas are not merely administrative extensions of valley districts but constitutionally recognized regions with distinct legal and governance frameworks.
The report calls for the withdrawal of overlapping police jurisdictions, restoration of constitutional safeguards, strengthening of the Hill Areas Committee and Autonomous District Councils, and greater respect for tribal customary laws and institutions.

Kuki Inpi Manipur Submits Memorandum to Prime Minister, Demands Justice and Political Solution
New Delhi, 01 June, 2026: Kuki Inpi Manipur (KIM), the apex body of the Kuki tribes, submitted a memorandum to Prime Minister Narendra Modi, seeking immediate intervention to address the ongoing crisis faced by the Kuki-Zo people in Manipur.
The memorandum highlights four key demands: justice for the killing of three Kuki-Zo church leaders on May 13, 2026; the immediate and unconditional release of 14 Kuki-Zo hostages allegedly detained in Senapati district; an end to violence, persecution, and selective justice against the Kuki-Zo community; and the expediting of a political solution through dialogue with Suspension of Operations (SoO) groups.
KIM stated that the Kuki-Zo people have endured over three years of violence, displacement, destruction of villages and churches, and repeated attacks on civilians. The organization urged the Government of India to ensure security, deliver justice impartially, punish perpetrators, safeguard constitutional rights, and initiate a lasting political settlement to restore peace and stability in the region.

In a press statement, the body said govt. must first arrange for โผ59,000 Kuki-Zo IDPs who can't return home to participate. Proceeding without them undermines democratic representation and makes the exercise "incomplete and illegitimate".

The burning of Kharam Vaiphei village is yet another tragic reminder of the complete failure of the State Government to ensure the safety and security of its citizens.
If such an incident could occur during a so-called search operation conducted by 2/8Gorkhas, the Government of Manipur and the SP of Kangpokpi District must answer serious questions. The Kuki community cannot continue to be subjected to selective enforcement, selective justice, and collective victimization while those responsible for violence and destruction remain unaccountable.
The Kuki people have already endured immense suffering, displacement, and loss. Instead of receiving justice and protection, they are repeatedly made to bear the burden of administrative failures and biased actions.
We strongly condemn this incident and hold the concerned authorities morally and administratively responsible for maintaining law and order. Justice cannot be selective. Peace cannot be built on discrimination. The continued targeting and neglect of the Kuki community will only deepen mistrust and further undermine confidence in the rule of law.
