One Solution - give every child in 🏴󠁧󠁢󠁳󠁣󠁴󠁿 an #ELC account (say £8k) to spend at ELC/OSC setting of their choice. This will be fair and keep the market competitive. This gives families real choice and total control of getting up to 1140hrs of funded childcare @NatalieDon_ @neilcgray

The reality is that there's so many additional costs and not simply 1 qualified practitioner for every child. We need supernumerary staff/lunch cover, admin, supervisors/managers and the list could go on..

I hear the concerns from LA staff and have sympathy. However, if they can imagine the same pressures but (PVI)staff being paid significantly less😢

@elc1140 @NatalieDon_ @neilcgray @HumzaYousaf @theSNP Exactly that. We are inundated with requests for nursery places and some parents will pay privately and our normal higher rate. Where does that leave the 1140 policy?? We have 120 funded children currently with waiting lists for places, so are rethinking our options.

This is shocking to hear the apparent justification for the PVI funded rate when we also need to staff our service in preparation for children starting throughout the year! PVI funded rate is aligned with paying the RLW when it clearly doesn't compare with LA wages. Equity???

@LLJK21 @NatalieDon_ @neilcgray @HumzaYousaf There are many reports coming in from providers saying they are already limiting their intake of ‘cheap’ ‘free’ placements in favour of the more sustainable private placements. Drop free, allow top ups, policy needs tweaked @theSNP

@HumzaYousaf this has to be sorted immediately. An absolute disgrace and every LA is doing this. Hard working families and PVI staff openly discriminated against. Two tiers set deliberately by LA officers and they hoodwink councillors into thinking this is ok.

Sheer discrimination against both children and staff in PVI. Disgusting that LA officers feel that this is ok and defend it.

Wow, wow, wow, these ELC officers seem to believe they staff their settings differently from us! They are clearly clueless @HumzaYousaf you need to take 1140hrs funding out of their hands, councils are destroying the blueprint bit by bit until they wrestle control of all funds
