@TrentTelenko Your argument is weak. USA did not sign the APMBC but abondonned SLUFAE. France, as in your above example, signed the APMBC and developped SLUFAE.
More likely, the money that could have gone into breaching dense, in-depth and fire-covered minefields went, legitimately, to C-IED.
@PeurAvion Enfin dire que ces armes déminent plus qu'elles ne minent est une ineptie. Elles vont surtout choquer les mines les rendant plus sensibles et rendre leur traitement plus délicat.
