That means intent.

Claiming it's due to a specific entity for the rule will require tremendous burden of proof on your end. The rule is not broad enough to support your views.

An example would be telling people a tornado is not down in an area on the news but the weather service had issued an observed or higher warning.

It surmises that you must accept leaks can always happen. While true, that primes one to accept any potential reality one agrees with. It can obscure the real truth.
