How are you going to tell your employee to stay home but at the same time tell them it's counting against them?

Any HR folks out there? Sister, who is an RN was told by work to stay home due to COVID exposure. They had to take her off the schedule and those absences are now counting as call-ins due to this hospital's call-in policy. Something about this just feels off?
