So now we don't really know who travels where or why, and WVU operates like they have full discretion to conceal additional trip information ... even though codified state regulations say otherwise.
Invoices they've submitted to @WVAuditor since Dec 2023 lack information required under W. Va. Code R. § 155-1-3 "General Invoice Requirements", W. Va. Code R. § 155-1-6 "Contract Invoice Requirements", and W. Va. Code R. § 155-1-9 "Travel Reimbursement".
Between then, WVU administrators explicitly directed LJ Aviation to no longer include trip itineraries in the monthly invoices submitted to @WVAuditor.
Additionally, WVU stopped collecting per-passenger justifications from flight requestors in their 'airplane reservation form'.
Between Dec 1 and 15, 2023 -- after I began publishing records of admins' use of private flights -- WVU administrators changed their processes to produce significantly fewer public records documenting their use of privately chartered aircraft travel services.
WVDACH Cabinet Secretary Randall Reid-Smith used one of the private foundations that funds WV Public Broadcasting to buy a nearly $200,000 concert grand piano and paid the foundation back with taxpayer dollars to avoid state purchasing laws.
