As a major investor in the Canadian oilsands, I view this announcement as a win. Pathways, while an unnecessary cost, has been modified to be acceptable, especially with an incremental 1MM Bbl/d of takeaway capacity tied to it. Initial 2 stages decreased in size by ~70%, pushed out by 5 years, and costing ~$30BN less (source: Peters & Co.). There is a historic breakdown between oil inventories and price, and is particularly odd when very high refining margins indicate strong underlying physical demand (ex-China boycott). How to explain? Incredibly effective Presidential jawboning has greatly reduced "capital at risk", while desanctioning of Iranian barrels (~140MM Bbls) + erratic Strait outbounds have led to a temporary oversupply...ironic given record low inventory levels. Once these barrels get absorbed, we think the 2027 strip will strengthen. With energy equities now discounting ~$60WTI, below the marginal cost of supply, well below historical inventories:price relationship, and at/below pre-war levels, we think the setup is compelling, especially for anyone who either felt like they had "missed it" or were waiting for the war to end.

The UAE is building a ~1.4MM Bbl/d, 370km pipeline costing ~$4BN USD, started in 2025 and onstream in 2027. Canada aims to potentially build a 1MM Bbl/d pipeline, to cost ~$40BN, take 8+years, and is tying it to an obsolete/costly $30BN Pathways project. See the difference???
