No, clearly the "harm" is referring to the human in the womb and the consequence is capital punishment.
@mitchellchase This Psalm keeps coming up for me! Started with teaching on Luke 15 and the Two Lost Sons. Our pastor was preaching on Psalm 73 that same day. There is an excellent comparison between the older brother and the psalmist. I have seen it come up a few others times and now this!

@MikeWingerii A: covenant community & "are they saved by this baptism?" The Presbyterian expl is the visible/invisible church. A child is not saved by baptism, but part of the "covenant community" which would be synonymous with the visible church. They may fall away just as an adult might.
