Football rule idea to tackle time wasting:
Half of total time wasted in a half is added onto the clock, and this time works on a stop watch, meaning if play stops, the time stops. Example:
45 mins played
10 mins out of play
5 mins of in-play time added
Time can be seen added up

Too much variance, we need to scrap it, or fully embrace it. Scrapping it puts too much in the opinion of the ref, we need full enforcement of VAR, precision.
