@captgouda24 There is another fundamental challenge which I don't see in the first several replies. Most businesses rely on frequent layoffs and re-hiring to manage business fluctuations. At least in US, unemployment insurance is designed around this premise.

Even among those sub-populations, source of all competitive sprinters, there are *still* conceivable (though far-fetched) distributions where tail talent is not average talent.
