It's vehicle tax, it tells you at the top of the form...if you (or cyclists) have home and content insurance, you're often insured to ride a bike.

If you had thought about this, it might of stopped you looking like a bit of a dick.

Eg. If the inside of your home can be seen (through windows) from the pavement outside you cannot expect privacy there either.
