I think we’ve all heard by now about Sullivan County, Tennessee, Commissioner Joe Carr saying America could not be made “great again” without publicly “hanging” Flock’s CEO for treason. But I don’t think most people have seen the questioning that led up to it, the other comments made during the contentious commission meeting, or the sheriff’s account of crimes Flock had helped solve in the community.

Carr’s questioning of Flock Safety representative Alex Guth seemed less focused on understanding the technology than confirming an opposition he had already formed. He repeatedly called it a “surveillance dragnet” and brushed aside Guth’s answers.

Carr could have stated his ideological opposition, then pressed Guth to make the strongest possible case for Flock and its safeguards. Instead, when Guth said there was no federal “back door,” Carr responded that he simply didn’t believe him.

Carr represented the hardest-line opposition, but not every commissioner started where he did. Some wanted stronger guardrails while preserving access to a tool the sheriff’s office said was producing real results. A week later, however, the commission unanimously voted to let the county’s Flock contract die.

Sullivan County may become a cautionary tale about what happens when reflexive opposition to technology moves faster than the effort to understand, regulate, and responsibly use it.
