Why #Heathrow does it take so long to offload luggage? If a plane lands at 7.15 from Johannesburg, luggage shouldn’t arrive on carousels at 9. They make it work in all other airports on earth. Why not here?

Landed at #Heathrow an hour ago and still no sign of bags. Hundreds of people milling about in Terminal Four. Apparently this is due to large numbers of staff off sick. Why in one of the biggest airports in the world aren’t there contingency plans?
