₹421.75 CRORE. 45 KANALS. ₹9.37 CRORE PER KANAL.

These are not numbers to be brushed aside. These are numbers that demand answers.

FACT 1 — THE @dir_ed SUMMONS

On 15 June 2026, nine Gulmarg hoteliers were summoned under Sections 50(2) & 50(3) of the PMLA. Among them: Mushtaq Ganai alias Chaya.

The agency demanded bank accounts, movable & immovable asset details, Revenue records, lease deeds, Income Tax returns & applications filed under the Roshni Act.

That is not casual paperwork. That is a money trail being examined.

FACT 2 — THE CASE GOES BACK TO FIR NO. 08/2009

The case traces back to FIR No. 08/2009 of the then Vigilance Organisation Kashmir, now @JKACB.

The allegation: criminal conspiracy between public servants & private beneficiaries in vesting ownership of prime State land by manipulating records & bypassing statutory procedure.

Read that again: PRIME STATE LAND. PUBLIC SERVANTS. PRIVATE BENEFICIARIES. ALLEGED MANIPULATION OF RECORDS.

FACT 3 — CHAYA DID NOT APPEAR PERSONALLY

Chaya himself confirmed to the press that he did not appear personally before @dir_ed.

That raises an obvious question: why not? And did the agency treat the non-appearance as non-compliance or otherwise? The public deserves to know what happened next.

FACT 4 — 58 OUT OF 59

Chaya publicly said that 58 OUT OF 59 properties in Gulmarg, including his own, were illegal because their leases had lapsed.

His words. Not mine.

So where is the comprehensive lease audit?

FACT 5 — THE HON’BLE LG NAMED HIM FROM THE STAGE

On 27 July 2026, Shri @manojsinha_ ji, Hon’ble @OfficeOfLGJandK, named Chaya from the stage and even referred to his @Radisson hotels as illegal.

That statement alone should have moved every relevant file in the Civil Secretariat.

What moved after that?
Which files were reopened?
Which leases were examined?
Which officials were questioned?

FACT 6 — @dir_ed RAIDS, FEBRUARY 2025

In February 2025, @dir_ed raided 12 locations across Delhi, Noida, Faridabad & Gurugram against WTC & Bhutani Group and its promoter Ashish Bhutani, under the PMLA.

FACT 7 — ₹3,500 CRORE, THOUSANDS OF CRORES IN ASSETS & ₹200+ CRORE ABROAD

According to @dir_ed, approximately ₹3,500 crore was collected from investors across 15 projects, with very few deliveries, which the agency described as a well-orchestrated Ponzi scheme.

Assets worth thousands of crores were allegedly transferred to Bhutani Group at nominal value, described by the agency as transferring alleged proceeds of crime at nominal price.

And over ₹200 crore was allegedly siphoned to Singapore & the USA.

FACT 8 — DOZENS OF FIRs

The @dir_ed case arose from dozens of FIRs filed by Delhi Police EOW & Faridabad Police, naming Bhutani Infra in allegations of cheating & criminal breach of trust involving hundreds of homebuyers.

The WTC promoter has since been arrested by the ED.

NOW PUT THE ENTIRE PICTURE TOGETHER.

A hotelier under PMLA scrutiny.

A developer whom ED accuses in a case involving alleged proceeds of crime and ₹200+ crore allegedly moved abroad.

And a consortium involving these parties has bought 45 KANALS OF KASHMIR’S MOST VALUABLE PUBLIC LAND AT ₹9.37 CRORE PER KANAL.

How is that not screaming for the highest level of financial, administrative and criminal due diligence?
