Only one branch has touched H-1B.
The executive branch. The other two have sat on their asses with no intention of doing anything against their lobbyists.
Trump's people put a six-figure fee on new petitions. They opened fraud cases. They walked into empty offices that were supposed to hold hundreds of visa workers. Yesterday they froze PERM for Microsoft, Adobe, Cognizant, Infosys, Tata, Wipro, HCL, and Capgemini. No new green-card filings. No pending ones either. Vance stood up and said no company abused the system more than Microsoft. Fines, suspensions, investigations. That is action.
It is also not a statute.
A blue house can pull their funding.
An executive order depends on who the POTUS is.
Congress has held hearings. Congress has written bills. Congress has put names on press releases. A bill is not a law. Schoolhouse Rock laid that out in a song most of us can still hum. The scroll does not become law because a senator is angry on television. It becomes law when both chambers pass the same text and it gets signed. That has not happened. The cap is still the cap. The body-shop model is still legal until someone rewrites it. They have not rewritten it.
The courts do not write the visa statute either. They can block a fee, slow a rule, or send a case back. They cannot decide that American graduates get the seat. That decision sits with the people who will not take the vote.
So when someone tells you the Senate is "working on H-1B," ask for the public law number. If they do not have one, they have a draft and a donor lunch while assuring their Chamber of Commerce and ITServe Alliance lobby its all talk and no action.
The executive branch moved because the legislative branch would not. Temporary rules can be undone by the next administration. A statute is harder to wipe. They know that.
That is why the bill stays a bill.

Agreed. It’s like Blackburn in TN. She’s expecting a coronation, refused to debate her opponents, refuses to engage with constituents, and her primary “win” was lackluster. There’s also an interesting independent candidate in David Hatley that will definitely make this one a nail biter.
So the voters knew she was unqualified for the position, this was her first “real” job, and are now shocked that she is poorly cosplaying CEO of a major US city? She needs to go but there is a part of me that thinks she should serve out her term as an object lesson to all that qualifications matter.
