According to IRS, Publication 501:
"In order to claim a newborn child as a dependent, state or local law must treat the child as having been born alive, and there must be proof of a live birth shown by an official document like a birth certificate."

Even the Federal government knows that a child isn't a child until they are "born alive," but Republicans want to pass all these draconian laws to protect a fetus. And in doing so, making it a crime for a woman to choose what to do with her own body.
