How are new laws made? A quick tutorial on the inner workings of our federal government.

First, someone identifies something that might possibly be a potential problem. At this stage, this problem, if it ever actually manifests, will likely be no more than a minor inconvenience to a tiny portion of the population that could probably best be handled privately or at the lowest level of local government.

Second, they take this problem to their favorite lawmaker. The lawmaker might or might not look into the issue. If the lawmaker determines that there is the potential to spin this issue into something that brings them political clout, they will urge Congress to commission a study into the issue as they spin it.

Third, Congress might or might not commission said study, depending on whether or not the issue has the potential to be a real problem. The more of a problem the issue is likely to be, the less likely that Congress will actually look into it or pay any real attention to the study once completed.

Fourth, if a study is commissioned, the direction of the study is crafted to purposely avoid any actual problems and focus on the wrong things.

Fifth, Congress might look at the completed study. If the problem is real and could present a danger to a significant portion of the population, it is dropped immediately into the trash. If the problem is no actual problem at all, it is immediately spun to be portrayed as an existential threat.

Sixth, Congress looks into the issue, selects the best possible course of action, and crafts the exact opposite of that course of action into a new law, making a small, insignificant issue into a completely different problem that didn't exist at all before government got involved.
