Legitimate authority:

Right intention:
The goal must be justice or peace—not revenge, politics, or expansion.

Last resort:
All realistic diplomatic options must have been exhausted.

Probability of success:
Leaders cannot launch wars that will predictably cause massive suffering with no reasonable chance of achieving their goals.

Proportionality:
The harm caused by war must not outweigh the harm it seeks to prevent.
