The most significant issue, once committed. is how to mitigate the damage caused, support the victim to heal and have a fulfilling life, and rehabilate the offender to do likewise.

Their problem was they thought they were the only one, they were ashamed. Scared. Now they know better and are trying to get proper treatment. But have to wait years!
