My deepest condolences to my brother, His Highness Sheikh Tamim bin Hamad Al Thani, his family and the people of Qatar on the passing of His Highness the Father Amir Sheikh Hamad bin Khalifa Al Thani.
His Highness Sheikh Hamad bin Khalifa Al Thani will be remembered as a visionary leader who transformed Qatar into the remarkable nation it is today. His legacy of service to his people and commitment to friendship and cooperation among nations will endure for generations.

The reality is that the DRC and Rwandan delegations did a good job this week and reached, under the US mediation, an agreement on the Regional Economic Integration Framework (REIF). They were ready to initial the document the following morning, but President Tshisekedi instructed, at the last minute, his delegation NOT to sign, fearing the negative reaction of his internal public opinion. This precondition of "withdrawal of 90% of Rwandan troops" that I read here and there is therefore a ridiculous pretext for media consumption, never presented by the DRC delegation during the negotiations.
Indeed, negotiations on the REIF are purely economic and don't consider security matters, which are handled by the Joint Security Coordination Mechanism (JSCM). On 17-18 September 2025, the JSCM had met in Washington to discuss the implementation of the CONOPS, and the statement issued by the @StateDept after this meeting didn't mention this precondition either.
I must say that, unfortunately, since the start of peace processes three years ago, we are used to these regular mood swings by President Tshisekedi on important matters related to peace and security in our region. You would recall that on 14 September 2024 in Luanda, Angola, as the DRC military delegation had already approved the Harmonized Plan for the neutralization of the FDLR and the lifting of Rwanda’s defensive measures, ready to be signed by Ministers, President Tshisekedi suddenly changed his mind, called his Foreign Minister on the phone - in the middle of our meeting - and instructed her not to sign.
