French settlements use a long-lot system, long skinny lots historically with shared river access so more folks had direct access, later greater street/alley access.

@Plinz US towns do have the right to decide over and experiment with their own zoning. They do that everyday, with guidance from locally elected and appointed members of City Council, Plan Commission and ZBA. Zoning is an entirely locally controlled exercise.
