A limited attack is worse than no attack. Not only it won't push the regime to sign the deal, it will make them even more emboldened and confident that there's nothing they have to fear.
How do you even engage with a person like this? He's either bigoted or detached from reality. Either way, I'm not even sure how to respond to something like this.
