Here's the photo they were taking. We know the man in the fedora next to the motorcycle is Mayor Edgerton and on the other side of that car is Chief Akins. We do not know who the 1st, 2nd, or 5th people are, but the names Saunders, Zmina, and Steyer are written next to it.
