City of Burbank just denied our ADU application 🧵
Here’s the setup:
Lot with 2 single-family homes and detached garage.
We proposed to:
– convert the garage into an ADU
– build another ADU on top
City: Nope. You only get one ADU. Because 2 homes ≠ duplex.
Did you know? #SB1123 doesn’t require the entire lot to be vacant or abandoned.
You can keep the existing house on a remainder lot and split the rest of the property.
The diagram attached is from our current project—it shows how SB1123 can work on larger single-family lots with lived-in homes, not just empty parcels.
This opens the door to far more viable sites than many developers realize.

Seems like the cities cannot deny your subdivision by saying the remainder lot is ‘too small,’ ‘too narrow,’ etc, if that would prevent you from meeting the necessary density.
As I understand it, there are no zoning-based requirements for the remainder lot—only building and safety.
I use Omnilux — it’s FDA-cleared and all that. I found a big Reddit thread a while back comparing the best masks, and this was one of the top picks. It depends on a few factors like the number and strength of the LEDs, etc.
