Interesting analysis. First of all, the 2% NATO pledge has only been a thing in the 21st Century, right? So why did you say "70 years"? Second: I'm looking at the (easily checked) stats for Canadian military expenditures since WW2...they were at 1.96% of gdp in 1990, 1.9% in 1988,2.06% in 1987, 2.11% in 1986, 2.12% in 1984, etc. etc.
So I'd say you are probably wrong.
