16 साल में ऐसा क्या बदला कि ऑस्ट्रेलिया भारत को यूरेनियम देने के लिए तैयार हो गया?

पीएम मोदी की ऑस्ट्रेलिया यात्रा के दौरान एक बड़ा निर्णय हुआ है।

ऑस्ट्रेलिया ने भारत को यूरेनियम निर्यात करने की मंजूरी दे दी है।

यह वैश्विक कूटनीति और रणनीतिक साझेदारी का एक बड़ा यू-टर्न है।

साल 2010 में ऑस्ट्रेलिया का रुख सख्त था, क्योंकि भारत ने परमाणु अप्रसार संधि यानी NPT पर हस्ताक्षर नहीं किए थे। तब उसने भारत को यूरेनियम निर्यात करने से साफ इनकार कर दिया था।

लेकिन पिछले 16 वर्षों में भू-राजनीति, ऊर्जा प्राथमिकताओं और भारत के आंतरिक कानूनी ढांचे में आए बड़े बदलावों ने ऑस्ट्रेलिया को अपना फैसला बदलने पर मजबूर कर दिया।

इसके पीछे मुख्य रूप से निम्नलिखित कारण रहे हैं-

1. 'शांति एक्ट' (SHANTI Act, 2025) की निर्णायक भूमिका

‘शांति एक्ट' (Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India) इस गतिरोध को खत्म करने वाला सबसे आखिरी और मजबूत कानूनी हथियार साबित हुआ है।

इससे पहले, भारत के 2010 के परमाणु दायित्व कानून के तहत किसी दुर्घटना की स्थिति में ईंधन या उपकरण आपूर्ति करने वाले देश (जैसे ऑस्ट्रेलिया) को भी कानूनी रूप से जिम्मेदार ठहराया जा सकता था।

विदेशी कंपनियां इस जोखिम से डरती थीं।

2025 के 'शांति एक्ट' ने इस कानून को बदलकर अंतरराष्ट्रीय मानकों के अनुरूप किया, जिससे विदेशी सप्लायर्स को कानूनी सुरक्षा मिली।

पारदर्शिता और सुरक्षा

इस एक्ट ने भारत की नियामक संस्था (AERB) को स्वतंत्र वैधानिक दर्जा दिया, जिससे ऑस्ट्रेलिया जैसी वैश्विक शक्तियों का भारत के परमाणु सुरक्षा तंत्र पर भरोसा बढ़ा।

2. चीन का उभार और 'क्वाड' गठबंधन
पिछले डेढ़ दशक में हिंद-प्रशांत क्षेत्र के समीकरण पूरी तरह बदल चुके हैं।

चीन की बढ़ती सैन्य और आर्थिक आक्रामकता ने भारत और ऑस्ट्रेलिया को बहुत करीब ला दिया है।

आज दोनों देश क्वाड के रणनीतिक साझेदार हैं।

ऑस्ट्रेलिया समझ चुका है कि चीन को संतुलित करने के लिए भारत को एक मजबूत आर्थिक और रक्षा शक्ति बनाना जरूरी है।

3. भारत का बेदाग रिकॉर्ड और वैश्विक छूट

भले ही भारत ने अब भी NPT पर दस्तखत नहीं किए हैं, लेकिन उसका परमाणु अप्रसार का ट्रैक रिकॉर्ड हमेशा बेदाग रहा है।

भारत ने कभी अपनी तकनीक किसी दूसरे देश को लीक नहीं की।

2008 में मिले NSG वेवर के बाद जब अमेरिका और फ्रांस जैसे देशों ने भारत के साथ नागरिक परमाणु समझौते किए, तो ऑस्ट्रेलिया के लिए भी अपनी पुरानी नीति पर अड़े रहना व्यावहारिक नहीं रह गया था।

4. स्वच्छ ऊर्जा और सख्त IAEA निगरानी
भारत ने 2047 तक 100 गीगावाट परमाणु ऊर्जा का लक्ष्य रखा है।

ऑस्ट्रेलिया के पास दुनिया का लगभग एक-तिहाई यूरेनियम है।

शांति एक्ट के तहत भारत ने अपने असैन्य और सैन्य परमाणु कार्यक्रमों को स्पष्ट रूप से अलग रखा है।

यह यूरेनियम विशेष रूप से अंतरराष्ट्रीय परमाणु ऊर्जा एजेंसी (IAEA) की सख्त निगरानी में केवल बिजली बनाने के लिए इस्तेमाल होगा, जिससे ऑस्ट्रेलिया की चिंताएं खत्म हो गईं।

शांति एक्ट के जरिए सुधरे घरेलू कानूनों और हिंद-प्रशांत क्षेत्र की नई कूटनीति ने 16 साल पुरानी भारत और ऑस्ट्रेलिया की इस दीवार को ढहा दिया है।

On the debate sparked by ‘Satluj’, I see many people here asking “why Hindus have never managed to align themselves politically in Punjab?!”.
As a Punjabi Hindu I feel this is because we have never managed to see Sikhs as separate from us. We have never really understood why we have been targeted and killed by Khalistanis.
Disputes over state boundaries, river water sharing, language…were these kind of petty reasons enough to tear the blood bond that Punjabi Hindus and Sikhs shared for centuries and start a lame separatist movement?! Was it not obvious that the country’s only martial community was being weaponised against itself by vested interests?!
Is it fair to blame all Hindus for the heinous crimes of 1984 for which only one political party was responsible?!
Is it fair to bury the thousands of stories of violence and rape by Khalistanis before 1984?!
To me, the widening rift between Hindus and Sikhs is a source of personal anguish.
A Sikh brother once said to me, “Hindus and Sikhs are like a finger and its nail: They are inseparable.”
Praying that all Punjabis can see past their anger, something which they are prone to, to find love and brotherhood again, which they are known for.
