"Spell Glyph. You can store a prepared spell of 3rd level or lower in the glyph by casting it . ."
As written they cannot and based on attunement rules a Thief Rogue cannot use the abilities of an item they are not attuned to. I would appear that based on the wording of the Artificer's Magical Item Savant, Use Magical Device can only use a very meager set of items.

A question on Thief Use magic Device
The feature doesn't mention ignoring requirements on attuning to magic items, only on using them.
Does the Use Magic Device feature let a Thief rogue ignore class, race, and level requirements on attuning to magic items?

@CrownTrickGame@Esty8nine Not pointless player progression (just stat boosts) or progression that just making the game on easy mode. Progression that adds new variety or stratagems is great for metaprogress.

Question, if a character has a constitution of 20, receives a blessing of health and reads a manual of bodily health do they have a constitution of 22 or 24? Do blessings from the DMG raise a players max attribute? @quadhund please do not reply.

@quadhund@JeremyECrawford However if you have previously read a manual (which explicitly states the maximum is raised) then you max has gone from 20 to 22 then the blessing would have an effect - to 22. The question is do blessing increase the maximum as they do not explicitly state they do like manuals
