3+ years ago, the Mayor's Juvenile Justice Advisory Group recommended a robust plan for community-based services to support youth & address behavior like curfew violations w/o system involvement. The report, like many others, was ignored. #carenotcontrol

The emergency bill before the Council today is likely to pass in some form. But there is still time to minimize some of the harm from the worst pieces of the bill (i.e., adult detention) & ensure that there are at least some proactive pieces in the bill.

I support D.C. Statehood and home-rule – but I don’t support some of the changes D.C. Council put forward over the Mayor’s objections – such as lowering penalties for carjackings.
If the Senate votes to overturn what D.C. Council did – I’ll sign it.
This is a fundamental statement of morality. I believe we must be on the right side of this issue. As Governor, I will not issue any execution warrants during my term.
