Whilst BSs bill may stifle necessary acceleration how else do we accelerate frontier innovation whilst ensuring investment in human capital and competition - which is essential required for "winning"?

If not a proportion of "public" investment there definitely should be a proportion that can flow back to support emerging innovators - something like a competitive R&D grant pool - including free/discounted cloud GPU access.
