Former Foreign Minister and PPP Chairman Bilawal Bhutto Zardari, addressing the international seminar on the Indus Waters Treaty at Jinnah Convention Centre, Islamabad, called for a new global convention against the “weaponisation of waterways.”
He described India’s decision to place the IWT in abeyance as a challenge to international law, regional peace & the rights of downstream states — not a technical dispute, but the deliberate manufacture of coercion.
“Water is not a weapon. Thirst is not diplomacy. Famine is not statecraft,” he declared, urging a comprehensive response: legal, diplomatic, humanitarian, climate & deterrence.

اس ولی اللہ نے روحانی دنیا میں پرویش کیا اور شہنشاہ جارج کے سر سے تاج اتار کر پھینک دیا غرض سات بار تاج اتار کر پھینکا اور سات بار جارج کے سرپر کوئی طاقت تاج دوبارہ رکھ دیتی

ولی اللہ بہت پریشان ہوئے اور دہل گئے روحانی دنیا سے واپس مادی دنیا میں پرکٹ ہوئے اور پیروں سے کہا

میں نے سات مرتبہ جارج کے سر سے تاج اتار کر پھینکا اور ساتوں مرتبہ بارگاہ رسالت کے حکم سے جارج کے سر پر دوبارہ کسی نے تاج رکھ دیا اس لیے انگریز راج پر تنقید سے بچو یہ راج بارگاہ رسالت کے حکم سے انکو ملا ہے

یہ واقعہ ڈیپ اسٹیٹ صوفی ازم کو جاننے والے بہت سے لوگ جانتے ہیں اور دور غلامی میں یہ واقعہ اکثر پیروں کی طرف سے مریدین کو سنا کر انگریز راج کو لیجیٹی مائز کیا جاتا تھا میں خود یہ واقعہ کئی بابوں کے منہ سے سن چکا ہوں اس سے ایک ملتا جُلتا واقعہ دیوبندی اکابرین نے بھی گھڑا کے انگریز کے خلاف کیسے لڑیں خضر علیہ السّلام تو انگریز کے لشکر کی طرف سے لڑتے ہیں

لیکن کیا آپ کو پتا ہے یہ واقعہ کیوں گھڑا گیا؟
کیونکہ بیشتر گدّیاں انگریز سرکار کے پے رول پر تھیں اور لاکھوں ایکڑ جاگیریں انگریز ان گدّیوں کو الاٹ کر چکا تھا اور انہیں اُس وقت لاکھوں روپوں میں وظیفے دیتا تھا اور یہ پیر انگریز کے لیے خشکیوں اور صحراؤں میں انگریز کے دشمنوں سے لڑتے تھے اور یہ جاگیریں وہ بنیادی وجہ تھیں جس وجہ سے پیروں نے یہ من گھڑت واقعہ گھڑا تاکہ مذہبی عقیدت کی پھکّی سے جاہل مریدوں کو خاموش کروا سکیں اور انگریز راج کو اللہ کا حکم ثابت کردیں تاکہ انگریز کے دشمنوں کو جب ہم ماریں تو جاہل مرید ہمیں ایجنٹ نہ کہیں بلکہ انگریز کے دشمنوں کو اللہ کا دشمن سمجھیں

آپ نے اوریا مقبول جان کا حضورﷺ کی بارگاہ سے باجوہ صاحب کی اپوانٹمنٹ والا خواب تو سنا ہوگا؟

آپ نے جناح صاحب کو حضورﷺ کی بارگاہ سے حکم پر پاکستان بنانے کے لیے انگلینڈ سے واپس آنے کا واقعہ بھی سنا ہوگا

آپ نے نواب آف قلات کے حضورﷺ کی بارگاہ سے حکم پر قلات کو پاکستان میں شامل کرنے کا واقعہ بھی سنا ہوگا؟

پھر آپ نے طارق جمیل کے منہ سے جنید جمشید کے حضورﷺ کی بارگاہ میں جانے اور حضورﷺ کی طرف سے طارق جمیل کے دوست کو یہ پیغام پہنچانے کا واقعہ بھی طارق جمیل سے سنا ہوگا کہ طارق جمیل سے کہنا تمہارا دوست ہمارے پاس پہنچ چکا ہے

پھر آپ نے داتا صاحب کا علامہ اقبال کے گھر جانے اور خواجہ معین الدین چشتی کی طرف سے لسی فروش بن کر علامہ اقبال اور داتا علی ہجویری کو لسّی گھوٹ کر پیش کرنے کا واقعہ بھی پڑھا ہوگا؟

حیران ہوئے؟ اب آپ سوچیں گے یہ ماڈرن پریکٹس ہے ؟ نہیں نہیں آپ نے یہ پچھلی ایک صدی میں ہوئی بشارتوں کے واقعے تو سنے ہیں لیکن کیا آپ نے یہ واقعات سنے ہیں؟

محمود غزنوی سے جب سومنات فتح نہیں ہورہا تھا تو ایک بزرگ نے اپنا کرتا انہیں دیا کہ اس کو مصلّیٰ بنا کر جو دعا کرو گے پوری ہوگی لہٰذا محمود نے گجرات میں جا کر کرتا بچھا کر سومنات فتح کرنے کی دعا کی اور وہ پوری ہوئی فتح کے بعد جب غزنوی نے بزرگ کو کُرتا واپس کیا تو بُزرگ نے پوچھا کیا دعا کی تھی؟ غزنوی نے کہا سومنات فتح کرنے کی۔ بُزرگ رو پڑے اور بولے تُو احمق صرف ایک مندر فتح کرنے کی دعا مانگ آیا خدا کی قسم اگر تُم اس کُرتے پر سجدہ کرکے خدا سے پورے ہند کے مسلمان ہونے کی دعا مانگتے تو وہ بھی پوری ہوجاتی 😂

شہاب الدین غوری کو پرتھوی راج چوہان نے کئی مرتبہ شکست دی تھی آخری شکست کے بعد حضرت معین الدین چشتی، شہاب الدین کے خواب میں آئے اور کہا ہم نے اجمیر تمہیں دیا شہاب نے فتح کے بعد جب اجمیر میں خواجہ اجمیری کو دیکھا تو حیران ہوگئے کہ یہ تو وہی بزرگ ہیں جنہوں نے مجھے فتح کی بشارت دی تھی 😂

اورنگزیب نے اپنے سگے بھائی اور شاہجہاں کے جانشین دارا شکوہ قادری کو دردناک موت دینے کے بعد دارا شکوہ کے مرشد سرمد کی گردن اڑائی تو سرمد کے کٹے دھڑ نے اپنی گردن اٹھائی اور بارگاہ رسالت میں جانے کا سوچا اتنے میں سرمد کے مرشد وہاں پہنچے اور کہا سرمد کہاں جا رہے ہو ؟ سرمد نے کہا اورنگزیب کی شکایت بارگاہ رسالت ص میں کرنے جا رہا ہوں مرشد نے کہا سرمد نہ جانا کیونکہ اورنگزیب پہلے ہی وہاں پہنچ چکا ہے چناچہ سرمد کا دھڑ ایک طرف سر ایک طرف گرا اور وہ وصال فرما گئے۔

یہاں ان تمام واقعات کا ذکر کروں تو دفتر بھر جائے گا

لبِّ لباب یہ کہ ہندوستانی/ مقامی مسلمانوں پر حکومت کرنے اور انکی زبانیں بند کرنے کا یہ آزمودہ نسخہ صدیوں سے استعمال ہورہا ہے اور آئندہ صدیوں تک استعمال ہوتا رہے گا اور موقع پرست ان بشارتوں کا سہارا لے کر عوام کے مونھ بند کرواتے رہیں گے۔۔۔۔۔

ٹیلی کام کے بل پر بہت واویلا ہے۔ بجا ہے مگر ہماری بھاڑے کی اکانومی میں یہ انوکھا اور پہلا قانوں نہیں ہے جس میں پرائیویٹ سیٹھ سرکار کی مدد سے لوگوں کے وسائل ہڑپ کرتے ہیں۔ گڑ کنٹرول آرڈیننس 1948 میں ہی آ گیا تھا جس کے تحت کسی پرائیویٹ شوگر ملز کی عملداری میں گڑ بنانے کی ممانعت تھی۔ جب اسی کی دہائی میں اتفاق سے اتفاق والوں کی ملیں ضیاء نے سیاستدانوں کو سرکاری قرضے سے لگوا کر دیں تو اس قانوں کے تحت دھڑا دھڑ بیلنے ضبط کیے گئے۔ اس کے بعد سے گڑ انڈسٹری آج تک نہیں اٹھ سکی۔

کسانوں کا گنا زبردستی ان ملوں تک پہنچانے کے لیے سڑکوں کی ضرورت تھی، وہ بھی سرکار نے یا انڈسٹری نے نہیں بنائیں بلکہ گنے کے کاشتکاروں پر شوگر سیس ٹیکس لگایا گیا جو ابھی تک وصول کیا جا رہا ہے
ہر ایک من گنے پر ایک روپیا۔ سب سے مزے کی بات یہ ہے کہ یہ ٹیکس سرکار کا کوئی ادارہ اکٹھا نہیں کرتا بلکہ شوگر مل اکٹھا کرتی ہے یعنی آنے والے گنے سے شوگر سیس کاٹ لیتی ہے۔ گنے کی انڈر انوائسنگ عام ہے یعنی اگر ایک لاکھ ٹن گنا کرش کیا گیا ہے تو پچاس ہزار ٹن شو کیا جائے گا جبکہ سیس ہر من پر کاٹا جائے گا۔ ظاہر نہ کیے جانے والے گنے کا سیس بھی سیٹھ کے پاس جاتا ہے۔

سوچیں پرائیویٹ پارٹیز کو نوازنے کے سرکار کہاں کہاں تک جاتی ہے۔

سندھ کے اہم منصوبے خصوصاً کراچی سکھر موٹروے M6 اور K-4 آبی پروجیکٹ وفاق کی جانب سے مناسب مالی وسائل فراہم  نہ ہونے کی وجہ سے تاخیر کا شکار ہیں۔ جبکہ سندھ وفاق کو ریونیوgenerate کر کے دے رہا ہے، تھر کے کوئلے سے بجلی بنا کر نیشنل گرڈ کو سپلائی کر رہا ہے۔ اس ہی طرح ملک کی قدرتی گیس کا بڑا حصہ بھی سندھ سے حاصل ہوتا ہے، جبکہ قومی غذائی ضروریات پورا کرنے میں بھی سندھ کا کردار اہم ہے۔
سندھ میں صحت کا جدید ترین نظام اور مفت علاج کی سہولت میسر ہے۔ صرف NICVD نے گزشتہ سال دیگر صوبوں سے انے والے 364,593 مریضوں کو مفت علاج فراہم کیا۔ پورے پاکستان سے لوگ سندھ آتے ہیں کیونکہ یہاں روزگار اور کاروبار کے مواقع اور سہولیات بہتر ہیں۔ سندھ ہر زبان اور ہر علاقے کے لوگوں کو خوش آمدید کہتا ہے۔ 
ایک سازش جو کئی سالوں سے سندھ کے خلاف کی جا رہی ہے وہ لسانی اور سیاسی بنیاد پر شہری اور دیہی علاقوں کی تقسیم ہے۔ کسی بھی صوبے کے شہری علاقوں کو دیہی علاقوں سے الگ نہیں کیا جا سکتا۔
جو سندھ کی تقسیم کی بات کرتے ہیں، انہیں میں صرف یہ کہوں گی کہ ہم نفرت اور تقسیم کو یکسر مسترد کرتے ہیں۔

وفاقی حکومت اور FBR ریونیو ٹارگٹس پورے کرنے میں مسلسل ناکام کیوں ہیں؟ حکومت اپنی کارکردگی پر توجہ دے۔ جب ٹیکس ٹارگٹ پورا نہیں ہوتا تو موجودہ ٹیکس دہندگان پر مختلف قسم کے ٹیکس اور سرچارجز کا بوجھ ڈال دیا جاتا ہے۔ حکومت ٹیکس کی بنیاد کو وسیع کرنے کی بجائے عوام پر بالواسطہ ٹیکسوں کا بھاری بوجھ ڈال رہی ہے۔
