فیڈریشن آف پاکستان کے اندر پختونخوا ایک قومی وحدت ہے اور وفاقی اکائی ہے۔ صدیوں کی تاریخ، ثقافت، زبانیں، جغرافیہ، اور یہاں کے عوام کے مشترکہ معاشی مفادات نے اس قومی وحدت کی تشکیل کی ہے۔صوبہ پختونخوا دھرتی پر ہزاروں برسوں سے گندھارا، یونانی باختری اور اسلامی تہذیبوں نے اپنے گہرے نقوش چھوڑے ہیں، جو یہاں کے عوام کی شناخت، طرز زندگی اور اقدار میں نمایاں طور پر نظر آتے ہیں۔
ایک قومی وحدت کی حیثیت سے خیبر پختونخوا فیڈریشن آف پاکستان کی ایک وفاقی اکائی ہے۔ یہ ایک تاریخی اور سیاسی حقیقت ہے کہ وفاقی اکائیوں نے مل کر وفاق پاکستان کی تشکیل کی ہیں۔ اور سقوط بنگال کے بعد بھی صوبائی قومی وحدتوں نے ملکر باہمی رضامندی سے 1973 کے آئین کی تشکیل کے شکل میں یہ موجودہ فیڈریشن کو تشکیل دیا ہے۔
دنیا بھر میں جن ممالک نے قومی وحدتوں کو وفاقی اکائیوں کے طور پر تسلیم کیا ہے، انکی ثقافتی، تاریخی اور لسانی شناختوں کو مانا ہے، انکے وسائل پر انکی ملکیت کو تسلیم کیا ہیں، اور انکو خود مختار حکمرانی کا حق دے دیا ہے، وہاں پر سیاسی اور معاشی استحکام بھی ہے، اور وہ ممالک روز بروز ترقی بھی کر رہے ہیں۔ اور انکے عوام خوشھال زندگی گزار رہے ہیں، مثال کے طور پر آسٹریلیا، سویٹزرلینڈ، کینیڈا، جنوبی افریقہ، فیڈرل ریپبلک آف جرمنی اور پڑوسی ممالک کی مثالیں ہمارے سامنے ہیں۔اگر اٹھارویں آئینی ترمیم کی بعد اس پر مکمل عملدرآمد کیا جاتا تو آج صورتحال یکسر مختلف ہوتا۔

ایک اہم آئینی نکتہ جو اس پوری بحث میں نظر انداز کیا جارہا ہے وہ یہ ہے کہ فیڈریشن آف پاکستان کا آئینی ڈھانچہ اور عمرانی معاہدہ تین ستونوں پر کھڑا ہے۔
پہلا ستون: جمہوریت۔
دوسرا ستون: وفاقیت/فیڈریشن
تیسرا ستون: بنیادی انسانی حقوق۔
ان میں سے کسی بھی ستون کو چھیڑنے کیلئے ایک نئے عمرانی معاہدے کی ضرورت ہوگی۔ یہ بکھیڑا ریاست پاکستان کیلئے ایک بہت بڑے حادثے سے کم نہیں ہوگا۔

پختونخوا کی قومی وحدت کو نو آبادیاتی دور (برطانوی استعماری دور) میں انتظامی طور پر کئی ایک حصوں میں توڑا گیا تھا تاکہ اسکی سیاسی حیثیت اتنی کمزور ہو جائے کہ برطانوی راج کیلئے کوئی خطرہ نہ بنے، اسکے معدنی وسائل کو لوٹ کر یہاں غربت و افلاس کا راج قائم ہو جائے تاکہ اپنے پیدا کردہ اشرافیہ کے ذریعے ان پر کنٹرول کو آسان ہو جائے۔ اور اسکو خطے کے اندر تزویراتی مقاصد کیلئے استعمال کرکے یہاں جنگ کے کاروبار کا ڈول ڈالا جائے۔

ایک طویل سیاسی جدوجہد کے بعد وفاق پاکستان کے اندر پختونخوا کے ایک حصے کو خیبر پختونخوا کے نام سے ایک وفاقی اکائی کے طور پر تسلیم تو کیا گیا لیکن روز اول سے اسکی شناخت کو تحلیل کرنے، خودمختاری کو ختم کرنے اور وسائل پر کنٹرول حاصل کرنے کیلئے سازشوں کا جال بچھایا جارہا ہے۔
ہم وثوق سے کہہ سکتے ہیں کہ خیبر پختونخوا کی مزید تقسیم کی سازش کسی انتظامی بہتری یا گوڈ گورننس کیلئے نہیں ہورہی، جس کا ڈھنڈورا پیٹا جارہا ہیں،بلکہ این ایف سی کے فارمولے کو ریورس کرنے، اور اٹھارویں آئینی یعنی صوبائی خودمختار کو ختم کرنے، اور توانائی، معدنیات اور آبی وسائل پر کنٹرول حاصل کرنے کیلے یہ سب کچھ ہو رہا ہیں۔
اور اس پیچھے یہ کوشش بھی ہورہا ہیں کہ قوموں کی تاریخی، تہذیبی، ثقافتی، لسانی اور جغرافیائی شناخت کو ختم کیا جائے۔
ورنا جو مہم مزید انتظامی و وفاقی اکائیوں کو بنانے کیلئے کی جارہی ہے، سب سے پہلے این ایف سی پر عملدرآمد کریں اور اس مہم کا کم ترین حصہ بھی وفاقی اکائیوں کے اندر فعال صوبائی فنانس کمیشن (PFC)جو صوبے کے اندر اضلاع کے درمیان اور ان کی دور دراز حصوں کے درمیان وسائل و نمائندگی کی منصفانہ تقسیم کریں، اور فعال اور با اختیار مقامی حکومتوں (District Government) کے قیام کرے، اور انکو زیادہ سے زیادہ مالی، انتظامی اور سیاسی اختیارات دیا جائے، تاکہ نچلی سطح پر اختیارات حقیقی معنوں میں منتقل ہوجائے، اور عوام کی خدمت بہتر انداز میں ہوسکیں، لیکن افسوس اس پر ابھی تک عملی طور پر نہیں کیا جارہا۔ اسلئے ہم یہ قرارداد پیش کرتے ہیں،
کہ خیبر پختونخوا کی موجودہ وفاقی اکائی کو انتظامی یا کسی بھی اور بہانے سے توڑنے یا تقسیم کرنے کی کسی بھی سازش اور ڈسکورس کو فوری طور پر لگام دیا جائے۔ ہزارہ پختونخوا کا ناقابل تقسیم حصہ ہے جو تاریخی، ثقافتی اور تہذیبی طور پر پختونخوا کا ایک عضو اور اٹوٹ انگ ہے۔ اسکو کاٹنے کی کوشش کی گئی تو نتائج کی ذمداری توڑنے والوں پر ہوگی۔ پختونخوا کی پانچ کروڑ عوام اپنے ماں دھرتی کی تاریخی شناخت، حقوق اور وسائل پر کسی کو سمجھوتہ نہیں کرنے دینگے، ہم اس سرزمین کے صدیوں سے والی وارث ہیں اور تحفظ کیلئے ہر حد تک جایئنگے۔

Pakistani government’s decision to force all Afghan students studying in Pakistan to immediately leave their universities, hostels and the country, is another example of the state’s contempt for human rights, dignity and decency. The students have done nothing wrong and have entered the universities through legal channels/scholarships. Stopping the scheme to new students might have made some sense, but forcing students who have studied for several years to stop studying, is a clear show of cruelty, animosity and arrogance. Afghans are already deprived of meaningful education in Afghanistan. Let these few students learn!

Expulsion of Afghan medical students is shocking.

Expelling these students, particularly young women who have fought against extraordinary odds simply to study, is not just an administrative matter. It is a question of humanity, compassion and Pakistan’s own moral responsibility.

For these young women, education is not a luxury; it may be their only remaining pathway to a dignified future. Sending them back to a country where women and girls face severe restrictions on education could destroy years of their lives and extinguish their hopes of becoming doctors.

And where these students are here on Pakistani government scholarships, the case is even more compelling.

Pakistan has always spoken of its bonds with the Afghan people. This is the moment to demonstrate that those words mean something.

Do not punish students for circumstances beyond their control.

Let them study. Let them become doctors. Let them serve their people.

Reverse the decision. Give these students a future.

HRCP strongly condemns the decision to rusticate and repatriate Afghan students—including women—already enrolled in medical and dental colleges in Pakistan, as well as to bar new admissions. This is no longer simply an education policy; it is also a humanitarian crisis affecting young people whose education, safety and futures are at immediate risk. In Lahore alone, students report that around 100 Afghan medical and dental students may be affected, including an estimated 20–40 women. Some students have now approached HRCP seeking not only legal and institutional support but also safe shelter, underscoring the gravity and immediacy of the situation.

We call on the government urgently to uphold the principle of non-refoulement. Given the well-documented risks faced by Afghans returning to Afghanistan—and particularly by women—no student should be forcibly returned without an individual assessment of the risks they face. Pakistan’s security concerns and strained relations with Afghanistan cannot justify collectively punishing students. The repatriation orders must be suspended immediately, the affected students’ enrolment restored, and urgent arrangements made for those requiring protection and shelter.

KEMU Lahore has expelled 21 Afghan medical students, including seven in their final year. These students did not create political tensions or shape government policy. PM&DC and the government must reconsider this decision and allow them to complete their education. Students should be above politics.

The Pakistan Medical and Dental Council's decision requiring Afghan medical students in Pakistan to return to Afghanistan is patently discriminatory and arbitrary in nature. The consequences of this decision are especially severe for female students, many of whom have already been denied access to higher education in Afghanistan amid Taliban’s ongoing gender persecution and now face the prospect of losing one of the few remaining pathways to pursue their education and profession. Many of these students will have devoted years studying medicine, only to see their education brought to an abrupt and unjustifiable end, with little prospect of being able to resume their studies elsewhere.

Pakistan has obligations under international human rights law to uphold the right to education without discrimination on the basis of national origin. Amnesty International urges the authorities to adopt a humane and practical solution that allows Afghan students, including women and girls, to complete their education.

The framing by the chief minister of Pakistan’s most populous and most powerful province is revealing.

This language of “Punjab” versus “other provinces” reinforces the very sense of superiority that has long fuelled provincial resentment.

It also brings to mind Shehbaz Sharif’s 2010 appeal to terrorists to spare Punjab. At a time when national unity is needed on terrorism, it is extremely inappropriate to issue such a statement.

آپ کا پنجاب تب پُرامن ہوا جب پنجابی پالیسی سازوں نے پختونخوا اور بلوچستان کو اپنی ڈیپ اسٹیٹ پالیسیوں کے لیے بفر زون بنایا اور ہمارے علاقے تباہ کر دیے۔
آپ کا پنجاب تب ترقی یافتہ بنا جب ہمارے وطن پختونخوا اور بلوچستان کے قدرتی وسائل - گیس، تیل، بجلی اور پانی - لوٹ لیے گئے۔
پہلے ڈیپ اسٹیٹ پالیسی کے تحت شدت پسندوں کو تیار اور تربیت دی گئی۔ پھر خطے میں بدامنی پیدا کی گئی۔ اس کے بعد عالمی قوتوں سے کنٹریکٹ لے کر ڈالرز کمائے گئے۔

اب ہماری سرزمین کو سیکیورٹی کے لیے خطرہ قرار دے کر امن و امان کے نام پر معدنی وسائل سے مالا مال علاقوں پر کنٹرول حاصل کرنے کی کوش کی جا رہی ہے۔ ان علاقوں کے معدنیات اور وسائل پنجاب منتقل کیے گئے، جبکہ لاہور کی ترقی ہمارے لوگوں کے خون اور وسائل کی قیمت پر ہوئی۔
اگر آپ میں ذرا بھی شرم ہوتی تو آپ ایسے نسل پرستانہ بیانات نہ دیتیں۔
پنجاب کی ترقی اور خوشحالی پختونخوا اور بلوچستان کے وسائل کی لوٹ اور استحصال سے ممکن ہوئی۔ لیکن اس تاریخی استحصال کو تسلیم کرنے کے بجائے آپ انہی لوگوں کو موردِ الزام ٹھہراتے اور ان کی تضحیک کرتے ہیں جن کی زمین اور وسائل سے فائدہ اٹھایا گیا۔ اور آج بھی ھمارے ایینی حقوق تسلیم نہیں کرتی، تیل، گیس، بجلی، اور پانی کی رائیلٹی کی واجبات ادا نہیں کررہے ہیں، اور قبضہ جمائے رکھا ہیں ۔۔

And may we know who is sponsoring all this evil in our lands? If you don’t have answers then I do have them. I would then just need some courageous people to listen to it.
