پاکستانی فوج بلوچستان میں انسانی حقوق کے تمام بین الاقوامی اصولوں اور معیارات کو پامال کر رہی ہے۔ اقوامِ متحدہ کے چارٹر اور عالمی انسانی حقوق کے قوانین میں بنیادی انسانی حقوق، انسانی وقار، آزادی اور خواتین کے حقوق کا واضح تحفظ موجود ہے، لیکن بلوچستان میں ان اصولوں کو مسلسل نظرانداز کیا جا رہا ہے۔
بلوچ خواتین کو جبری گمشدگی کا نشانہ بنایا جاتا ہے، انہیں طویل عرصے تک خفیہ حراستی مراکز میں رکھا جاتا ہے، تشدد کا نشانہ بنایا جاتا ہے اور قانونی تحفظ، خاندان سے رابطے اور وکیل تک رسائی جیسے بنیادی حقوق سے محروم رکھا جاتا ہے۔ اس کے بعد انہیں میڈیا کے سامنے لا کر اسکرپٹڈ اعترافی پریس کانفرنسیں کروائی جاتی ہیں۔ یہ عمل نہ صرف خواتین کے بنیادی انسانی حقوق بلکہ ان کے انسانی وقار، آزادیِ اظہار اور منصفانہ قانونی عمل کے حق کی بھی سنگین خلاف ورزی ہے۔
بلوچ خواتین کو اس طرح میڈیا کے سامنے لا کر اسکرپٹڈ اعترافی بیانات کروانے پر خاموشی اختیار نہیں کی جانی چاہیے۔ یہ غیر انسانی طرزِ عمل اب ایک معمول بنتا جا رہا ہے۔ خواتین کی جبری گمشدگیاں، غیر قانونی حراست، تشدد اور پھر انہیں میڈیا کے ذریعے ایک مخصوص بیانیہ پیش کرنے پر مجبور کرنا ریاستی جبر کی واضح علامت ہے۔
ان اقدامات نے بلوچ خواتین کی تعلیم، سماجی زندگی، مستقبل اور بنیادی آزادیوں کو شدید متاثر کیا ہے۔ ریاست اپنی سیکیورٹی کی ناکامیوں اور سیاسی بحران کو چھپانے کے لیے طاقت، جبری گمشدگیوں اور اسکرپٹڈ اعترافی پریس کانفرنسوں کا سہارا لے رہی ہے اور ایک مصنوعی بیانیے کے ذریعے دنیا کو گمراہ کرنے کی کوشش کر رہی ہے۔
بلوچ وائس فار جسٹس عالمی انسانی حقوق کی تنظیموں، اقوامِ متحدہ کے متعلقہ اداروں، خواتین کے حقوق کے لیے کام کرنے والی تنظیموں، انسانی حقوق کے محافظوں اور عالمی برادری سے مطالبہ کرتی ہے کہ بلوچستان میں جاری انسانی حقوق کی سنگین خلاف ورزیوں پر خاموشی ختم کی جائے۔ بلوچ خواتین کی جبری گمشدگیوں، غیر قانونی حراست، تشدد اور اسکرپٹڈ اعترافی پریس کانفرنسوں کے خلاف مؤثر آواز اٹھائی جائے اور ذمہ دار اداروں سے جواب طلب کیا جائے۔
بلوچ خواتین کے بنیادی انسانی حقوق کوئی رعایت نہیں بلکہ ان کا عالمی سطح پر تسلیم شدہ حق ہیں۔ ان حقوق کی پامالی کے خلاف خاموشی اختیار کرنا مزید ناانصافی کو تقویت دینے کے مترادف ہے۔

Balochistan has been witnessing grave human-rights violations and war crimes for decades in the form of forcibly disappearances, who remained detainee and tortured for a prolonged period. Some of whom disappeared have later been killed, with their bodies being buried, without their families being informed or disclosing the location of the grave. This forms another type of disappearance, the disappearance of the dead body. The family not only loses a loved one but is denied the basic right of knowing where that person was buried, how they died, and where they mourn for them.

پہلے سے جبری گمشدگی کے شکار خدیجہ بلوچ اور صفیہ بلوچ سے جبری پریس کانفرنسز کروانا بلوچستان میں ریاست کے دم توڑتے بیانیے کو زندہ رکھنے کی ناکام کوشش ہے۔ بلوچستان میں جبری گمشدگیوں کا سلسلہ کئی برسوں سے جاری ہے اور یہ مسئلہ انسانی حقوق کی سنگین خلاف ورزیوں کی ایک طویل تاریخ بن چکا ہے۔ اس کے باوجود ریاست اس جرم کو ختم کرنے، متاثرہ خاندانوں کو انصاف فراہم کرنے اور جبری گمشدگیوں کا سلسلہ روکنے کے بجائے اسی جبر کو بیانیہ سازی کے ایک آلے کے طور پر استعمال کر رہی ہے۔
گزشتہ دو برسوں میں جبری گمشدگیوں کے خلاف بلوچستان میں جس وسیع عوامی مزاحمت اور سیاسی شعور کا اظہار ہوا، اس کے جواب میں ریاستی جبر میں کمی کے بجائے مزید شدت دیکھی گئی۔ خصوصاً گزشتہ ایک سال کے دوران بلوچ خواتین کی جبری گمشدگیوں کے واقعات میں اضافہ ہوا ہے، جن میں نوجوان خواتین، حاملہ خواتین اور کم عمر لڑکیوں تک کو نشانہ بنائے جانے کے واقعات شامل ہیں۔ لیکن اس جبر کی انتہا یہ ہے کہ کسی خاتون کو پہلے جبری طور پر لاپتہ کیا جائے، اسے اس کے خاندان اور دنیا سے چھین لیا جائے، اور پھر اسی شخص کو ایک مخصوص ریاستی بیانیے کے اظہار کے لیے پریس کانفرنس کے سامنے لا کھڑا کیا جائے۔
خدیجہ بلوچ کے معاملے میں ان کے والدین نے بی ایم سی میں ایک ماہ تک احتجاج کیا اور اپنی بیٹی کی بازیابی کا مطالبہ کیا۔ ان کا واضح مؤقف تھا کہ ان کی بیٹی کو جبری گمشدگی کا شکار بنانے کے بعد جبری پریس کانفرنس کے لیے مجبور کیا جا رہا ہے۔ ایک ایسے شخص کو، جسے پہلے اس کے خاندان اور عوام سے جبری طور پر الگ کیا گیا ہو، بعد ازاں میڈیا کے سامنے لا کر اس کے بیان کو رضاکارانہ سیاسی اظہار کے طور پر پیش کرنا ریاستی جبر کی حقیقت کو چھپا نہیں سکتا۔
صفیہ بلوچ کے معاملے میں بھی بنیادی سوال آج تک اپنی جگہ موجود ہے: ایک بیس سالہ نوجوان خاتون کو جبری گمشدگی کے دوران کہاں رکھا گیا؟ اسے کس قانونی اختیار کے تحت حراست میں رکھا گیا؟ اور اس دوران اس کے ساتھ کیا سلوک کیا گیا؟ ان سوالات کا جواب کسی پریس کانفرنس سے نہیں بلکہ شفاف قانونی کارروائی اور آزادانہ تحقیقات سے دیا جانا چاہیے۔
کسی بھی بلوچ خاتون کو جبری گمشدگی کا شکار بنانا، اسے طویل عرصے تک اس کے خاندان سے الگ رکھنا اور پھر ایک مخصوص ریاستی بیانیے کے لیے میڈیا کے سامنے پیش کرنا انسانی آزادی، شخصی وقار اور بنیادی قانونی حقوق کی سنگین خلاف ورزی ہے۔ بلوچ قوم ایسے جبر کو نہ خاموشی سے قبول کرے گی اور نہ جبری بیانیے کو عوامی حقیقت کا متبادل تسلیم کرے گی۔
بلوچستان یکجہتی کمیٹی بلوچ عوام سے اپیل کرتی ہے کہ جبری گمشدگیوں کے ہر واقعے کو بین القوامی انسانی حقوق کے اداروں کے پاس درج کرائیں، ہر کیس کی دستاویز کاری کریں اور اپنے پیاروں کی بازیابی کے لیے خاموشی کے بجائے سیاسی جدوجہد جاری رکھیں۔

Tariq Baloch, son of Allah Dad, was a 40-year-old police constable and resident of Malant, Tump, Kech. On 12 September 2026, death squads opened fire and deliberately targeted his son, Tahir Baloch, killing him. Tariq was also critically injured in the same attack.
Tariq fought for his life for five days in hospital. On 17 September 2026, he succumbed to his injuries and died. In a matter of days, a family lost both a son and a father ,two lives taken through targeted violence, leaving their loved ones to carry the unbearable consequences.
The killing of Tahir and the subsequent death of his father, Tariq, expose the devastating human cost of continuing violence and impunity in Balochistan. Tariq was himself a serving police constable ,yet even his position could not protect him from the violence that continues to claim Baloch lives.
When a state employee is also killed through targeted violence, it raises profound concerns about the failure to protect the fundamental right to life and ensure security for civilians. The continuing pattern of targeted killings, enforced disappearances, and other grave violations has created an environment in which Baloch families continue to lose their loved ones without meaningful justice or accountability.
National and international human rights organizations must urgently take notice of the deteriorating human rights situation in Balochistan. An independent, impartial, and transparent investigation must be conducted into the killing of Tahir Baloch and the subsequent death of Tariq Baloch. Those responsible must be identified and held accountable through a lawful process.

Alam Khan, son of Dad Bakhsh, was a 47-year-old farmer from Sohrdap, Gresha, Khuzdar. On 17 September 2026, Alam Khan was targeted and killed, depriving him of his fundamental and non-derogable right to life. Alam Khan and his friends were returning home after attending a wedding when members of a death squad opened fire on them. Alam Khan was dead, while his friend Barkat Azeem sustained injuries.
For Baloch people, safety is becoming impossible. A marriage gathering, a street, or even one’s own home should never become a place where a civilian can be targeted and killed. No people should be forced to live under such fear.
The continued pattern of enforced disappearances, target killings, and fake encounters constitutes a grave human rights crisis. These violations must not be normalised, and the absence of accountability must not be allowed to continue.
BYC urgently call on the United Nations, UN human rights mechanisms, international human rights organisations, and governments committed to human rights to take immediate notice of the situation in Balochistan. Must demand independent and impartial investigations into unlawful killings, monitor human rights violations, press for accountability, and call for effective protection of Baloch civilians.
The right to life is universal and cannot be selectively protected. Baloch civilians are entitled to life, dignity, security, justice, and protection from unlawful violence under international human rights standards.

The Human Rights Council of Balochistan expresses grave concern over the recovery of the bodies of Nadil Baloch, Ahsan Baloch, and Hassan Rafiq — all of whom had previously been reported victims of enforced disappearance.
Nadil Baloch, a 20-year-old student from Pawan, Gwadar, was allegedly forcibly disappeared from his home on 19 April 2026 by personnel of Military Intelligence (MI).
Ahsan Baloch, a 29-year-old biotechnology graduate from Jiwani, Gwadar, was allegedly forcibly disappeared from his home on 22 January 2026, along with his brother Balach, by MI personnel. Balach was later released.
Hassan Rafiq, a resident of Singanisar, Kech, was abducted from Karachi in 2025 and subsequently transferred to Gaddani Central Jail. After being released on bail on 24 August 2026, he was allegedly taken from outside the jail by personnel of the Counter Terrorism Department (CTD) and MI.
On 17 September 2026, the bodies of all three men were recovered in the Gwadar region, reportedly in bullet-riddled condition. They were taken to a Rural Health Center for identification and examination, following which they were handed over to their respective families.
HRCB calls for an independent and transparent investigation into the circumstances surrounding these enforced disappearances and subsequent deaths. The organization urges the authorities to ensure accountability and to provide the affected families with full information regarding the fate and circumstances of their loved ones' deaths.

20-Year-Old Student Nadil Baloch Was Forcibly Disappeared for Five Months and Extrajudicially Killed in Gwadar.
September 17, 2026 — Kulden, Danuk, Gwadar, Balochistan
Nadil Baloch, son of Muhammad Naseem and a resident of Pawan, Gwadar, was a 20-year-old student. On 19 April 2026, at around 1:30 a.m., personnel of the FC and MI forcibly disappeared him from his home.
For five months, his family waited for his return, living with fear and uncertainty. On 17 September 2026, Nadil’s body was found dumped in Kulden, Danuk, Gwadar, following his extrajudicial killing.
This is the unbearable reality facing Baloch families: a young student is forcibly disappeared from his home, a family spends months searching for answers, and eventually receives his body instead of their loved one.
Every mother of a forcibly disappeared person lives with the same terrifying question: “Will the next body be my child?”
How many more Baloch youths must be forcibly disappeared and return as bodies before the world acts?
National and international human rights organizations must urgently intervene, demand independent and impartial investigations, and ensure accountability for violations of the right to life and protection from enforced disappearance.

24-year-old Tahir Baloch, son of Tariq and an employee from Malant, Tump, Kech, was target killed on 12 September 2026 in an attack involving death squads and state firing. His father, Tariq, was also injured.
The killing of a young man and the wounding of his father are not simply acts of violence against one family. This raise grave human-rights concerns over the right to life, protection from arbitrary deprivation of life, and the absence of accountability for those responsible.
A family has lost its son. A father has been left wounded. Yet there are no answers. Who will investigate this killing? Who will hold those responsible accountable? And how many more Baloch families must suffer before these violations are taken seriously?
The continued targeting of Baloch youth raises serious concerns about a broader pattern of extrajudicial killings, enforced disappearances, arbitrary detention, and deaths in fake encounters. When such violations occur without transparent and independent investigations, impunity becomes a threat to every family.
The national and international human rights organizations and human rights defenders must look beyond statements and statistics. Come to Balochistan and witness what Baloch families are experiencing. See the families searching for their disappeared loved ones. See the parents burying their children. See the fear, grief, and unanswered questions left behind.
There must be urgent, independent, impartial, and transparent investigations into killings and state linked violence in Balochistan, with accountability for those responsible.

Graduated Student Ahsan Baloch Forcibly Disappeared and Extrajudicially Killed in Gwadar After Eight Months
September 17, 2026 — Kuldan, Danuk, Jiwani, Gwadar, Balochistan
Ahsan Baloch, son of Muhammad Hassan, a 29-year-old resident of Kohsar Bazar, Jiwani, Gwadar, was a graduate of the Science Department at the University of Turbat.
On 22 January 2026, at around 1:00 a.m., Ahsan was forcibly disappeared from his home by MI and CTD personnel. For eight months, his family remained without answers. On 17 September 2026, his dead body was found dumped in Kuldan, Danuk, Gwadar, bearing severe signs of torture.
Ahsan was a graduate who carried a pen and dreamed of building a better life. Instead, his freedom was taken away, and he was disappeared to an unknown place. The pen in his hand was replaced with handcuffs, and after eight months, his family received his dead body.
The international human rights organizations and institutions defending fundamental rights must take notice of what is happening to Baloch students and young people in Balochistan.
Enforced disappearances, torture, and extrajudicial killings cannot replace the rule of law and due process. No person should be deprived of life or liberty outside the protection of the law.
Ahsan Baloch deserved the right to live, study, work, and build his future. His family deserved truth and justice.
An independent, impartial, and transparent investigation must establish where Ahsan was held during his eight-month disappearance, what happened to him in custody, and who was responsible for his death. Those responsible must be held accountable.
